SUMMARY:

The present doctoral thesis has the educational system as its object of study, aiming at understanding the mutual relationship, the interrelationship, between teaching work and the effectiveness of the National Education Systems in Brazil and Finland. Assuming that the performance of teachers, as it is related to the core activity, is directly related to the effectiveness of education systems, this work analyzes this assumption through a comparative study, with a time frame of 1970-2020, in the perspectives of Moraes (2020); Nóvoa (2017); Carvalho (2014); Rezende, Isobe and Moreira (2013); Olmos and Torres (2012); Lourenço Filho (2004); Bonitatibus (1989); among other comparative educators. It is a research with a qualitative-quantitative approach; comparative method; data collection through bibliographic and documentary research, electronic questionnaire, aimed at managers (coordinators) of teacher training courses in both countries and on-site observations, in Finland. The Content Analysis technique (BARDIN, 2016) was used to process the data, with processing, crossing and tabulation by electronic means, via software MAXQDA, from VERBI GmbH, and EXCELL, from Microsoft. The theoretical framework for the study is the Sociology of Education, based primarily on the Marxist theoretical-methodological aspect, in Marx and Engels (2011; 2008; 2005; 1998; 1996; 1982), in addition to Freire (2018) ; Saviani (2018a; 2018b); Vázquez (2011); Mészáros (2008); Marini (2005); and other authors of the Marxist tradition. However, as it is a comparative study, we also opted for the appropriation and use of the functionalist theoretical-methodological aspect, in Durkheim (2011; 2004; 2000; 1999); Parsons (1999) and other authors who follow or have been influenced by the same theoretical perspective. In a preliminary analysis, two findings can be highlighted: a) in the functionalist or structural-functionalist perspective of education, in the search for the maintenance of the current social order, the managers of Brazilian education can have in the Finnish educational system a reference for studying and learning about management education and public policy evaluation; b) in the Marxist perspective, founded on Critical Social Theory and the Marxist Theory of Dependence, the transformation of the capitalist functional order to a social order founded on human emancipation and associated work remains an ideal to be conquered and a path to be followed, with a view to the rupture of the exploratory sociability of teaching work, both in Brazil and in Finland; however, protection against commodification and privatized harassment in the Finnish educational field is a very important step in realizing an education with a transformative approach
