SUMMARY:

This thesis aims to analyze the training and performance of municipal education counselors, considering the strengthening and obstacles arising from the training process through the offer, in 2015, of the National Program for Continuing Education for Municipal Education Counselors (Pro-Council). The objective is to understand how the training capacity of the counselors in the course took place, regarding their participation in the process of strengthening democratic management in education in Alagoas. The theme of continuing education for Municipal Education Counselors emerged in 2003, through Ministerial Ordinance No. of Guidelines and Bases of National Education (LDB) of nº. 9,394 of 1996, when dealing specifically with the organization of education systems and in the current National Education Plan (2015), which inspired the other ten-year plans across the country. Methodologically, this research, of a qualitative nature, started from the bibliographical study, from the documental analysis and used semi-structured interviews as a collection instrument, which leads us to the possibility of weaving a web of connections between the educational events that were launched in the way of the resistance and struggles in favor of Public Education, which is notably proven by scientific research on the subject in Bordignon (2020), Nez, Siebiger and Lima (2016), Batista (2013), among others. Content Analysis in Bardin (2016) was used to organize the data. Some data already show that in Alagoas there are weaknesses in the training of education counselors, since of the 102 (one hundred and two) municipalities in the state, only 74 (seventy-four) have “active” education councils (UNCME, 2020). Such fragility can be motivated, among other factors, by the partial results found so far, as well as by the lack of co-participation in the management of the surveyed municipalities and according to research by Santos (2016), Brito (2017, 2012), Cruz (2008), Gomes (2013), among others, which address relevant topics on the application of legislation and the participation of civil society in educational management.
