SUMMARY:

This ongoing thesis seeks to analyze the creation of the Federal Institutes of Education, Science and Technology and their new institutionality versus the prevailing neoliberal ideology in Brazil. It is the result of a research developed in the Graduate Program in Education at the Federal University of Alagoas - CEDU - UFAL and the Research Group State, Social Policies and Education (GEPE). Here we defend the thesis that: the creation of the Federal Institutes through Law nº 11.892/2008, created a new institutionality that is for us a revolution in Brazilian education, in view of its originality and combativeness to the neoliberal ideals of the country, from the break with neoliberal legislation through its new regulatory frameworks. Our chronological cut corresponds to the years 2008-2014, a period related to the first and second phase of the expansion of the Federal Network of Professional Education. The justification for our research is that the New Policy of Professional and Technological Education from 2008, in our conception, provides opportunities for a comprehensive education, above all, through integrated secondary education. Our theoretical framework used in our study is based on historical materialism based on the works of Karl Marx, Gramsci (1988), Mészáros (2005), Martins (2018), Saviani (2004), Ortigara & Ganzeli (2013), Rua (2014), Nosella (2011), Ciavatta, (2005, 2010, 2018), Dante (2016), Kuenzer (2006), Ramos (2011), Frigotto (2012), Machado (2011), Otranto (2010), among others other theorists from the field of professional education and public policies on professional education. Our research is descriptive, documental, quantitative and qualitative and bibliographic in nature, based on research and readings of the contents of the Brazilian Digital Library of Theses and Dissertations (BDTD), in the CAPES Dissertations and Theses database, the electronic journal library scientific SCIELO and Google Scholar, in addition to the use of interviews and a semi-structured questionnaire. The analysis is still in progress, considering that we are in the thesis qualification phase and the conclusion will only be reached with the completion of the research and defense of the thesis.
