SUMMARY:

Urban drainage, one of the public services that is part of basic sanitation, is the most difficult to regulate. Traditionally treated as the act of channeling and draining all the rainwater downstream as quickly as possible, it has suffered increasing problems, necessitating the idea already much discussed by the academic community of having a more sustainable management combining construction with ecology. Regulation will seek to indicate parameters, standards, limits and objectives to be achieved by the owner or service provider in order to bring quality and satisfaction to users, as well as defining fees and tariffs for the user so that the service is self-sustaining. This work seeks to provide a model of regulation, indicating the main points to be observed, to help those involved in this process.
