SUMMARY:

With the spread of the city of João Pessoa-PB, the so-called "historic center" of the capital begins to undergo changes in land use and occupation andin its socioeconomic profile, feeding the stigma of abandonment and marginalization of this urban portion.In order to change this scenario,a chain of decisions are taken by the public power, seeking the cultural, historical and tourist promotion of the place, as well as safeguardingand rehabilitate built cultural heritage and urban infrastructure.In this area, inserted in the polygonal of the “historic center”and located on the banks of the Sanhauá River, birthplace of João Pessoa, one of the neighborhoods that suffered the most interventions was Varadouro.Therefore,some portions of the neighborhood have become converging points for bars, events, tourists and visitors from more affluent neighborhoods,changing part of the local urban dynamics and contributing to the gentrification process.The Municipal Secretary of Social Housing(SEMHAB), under the aim of consolidating this effervescence, in 2018, Villa Sanhauá was implemented in the neighborhood, which rehabilitated 08 mansions insituation of ruin for the creation of 17 housing units and 06 commercial units.The units were occupied through an edictselection process, which defined a social, cultural and economic profile for those interested in occupying the units through social rents, “within order to investigate the proper occupation of central areas, encourage cultural activities and guarantee the preservation of historical heritage”.Items such as proof of performance in cultural, handicraft and tourist activities were requested from competitors.However, in whatTo what extent does the definition of the aforementioned profiles as a criterion for moving to live or work at Villa Sanhauá dialogue with the right to the city?AgainstFrom the presented aspects, it is considered that the process of occupation of Villa Sanhauá may end up complicating the problems ofan environment marked by socio-spatial segregation, as is the case of the territory of Porto do Capim.The traditional riverside community ofPorto do Capim, which has occupied the area where the city's first port terminal operated for about 80 years, is located on thesurroundings of the Villa, and nurtures, in addition to material and immaterial references to the place, a history of struggle against the constant threats ofremovals coming from the government, which intends to implement a cultural and tourist complex on the banks of the Sanhauá River.InAs opposed to the community's demand for housing, the socioeconomic profile of Porto do Capim residents does not meet the criteriaof the selection notice to occupy Villa Sanhauá, which gives light to the web of discourses of power inherent to this context, composed by thepublic macropolicy, represented by SEMHAB, by the micropolitics it occupies, represented by the subjects of Villa Sanhauá, and by themicropolitics that militates, represented by the residents of Porto do Capim.From the above and understanding the SEMHAB, the subjectsselected by the public notice of Villa Sanhauá and the community of Porto do Capim as the agents that directly and/or indirectlyrelated to the Villa's occupation process, the following question was asked: in what way does this occupation process participate in the materialization ofpower discourses inherent to the interaction between the micro and macro policies of the social agents involved?In this sense, the dissertationaims to understand the materialization of power discourses inherent to the process of occupation of Villa Sanhauá, based on the dynamics ofinteraction between micro and macro policies.The developments resulting from the general objective are: to analyze the Occupation Selection Notice of theVilla Sanhauá, seeking to understand how the concepts, criteria, guidelines and objectives of the instrument are materialized in the speeches ofpower of macropolitics;as well as investigating how the social agents directly and indirectly involved in the Villa occupation processSanhauá act in the materialization of power discourses from micropolitics.The first stage of the methodological path ofdevelopment of the research involves living in the field and collecting data through conversations/interviews with social agentsinvolved, which will be treated as a primary source.In the second stage, the discourse analysis of the three social agents will be developedcited above, as well as the speech analysis of the Villa occupation selection notice, which will be treated as a document.An analysis of the space/river discourse will also be carried out, considering that it makes up the set of agents that impose powers and policiesto the context of the research, as well as my own discourse, as an author.In the third and final stage, the theoretical framework will be finalized,which has been partially built as the previous stages develop, so that it can, together with the analysisof the identified discourses, to give an argumentative body to the materiality of the interaction between discourses of macro and micro policies.Therefore,it is intended to contribute not only to the understanding of dynamics inherent to the occupation of Villa Sanhauá, but also to otherdynamics involved in the application of this type of public policy.
