This research seeks to analyze the repercussions of recent changes in Brazilian drug policy for the care of users of alcohol and other drugs in the metropolitan region of Maceió. For this, in addition to the study of relevant literature and regulatory instruments, ethnographic research is being carried out, consisting of non-participant observation in eight therapeutic communities, six clinics for involuntary and compulsory treatment, the only Psychosocial Care Center - Alcohol and Drugs in operation in the city of Maceió and a unit of the Consultório na Rua operating in a suburb of the same capital. Semi-structured interviews will also be held with professionals from the institutions working with the patients, in order to access their perspectives about the institutions to which they are linked and the public served. Besides the professionals, there will also be interviews with people incarcerated in the prison system of Alagoas who have already undergone some kind of treatment due to the use of alcohol and other drugs, in order to understand the impacts of these interventions in their lives, as well as to identify aspects that bring together or distance the institutions in which they were assisted from prison environments. The main hypothesis of the research is that these changes in drug policy have led to the expansion of control over marginalized groups, even if justified as therapeutic. To better understand the power arrangements within the institutions studied, the idea of transcarceration occupies a central place in the study, since the process of expansion of the punitive logic does not only occur within the criminal institutions, but can also occur through the use of medical-administrative knowledge and institutions related to it, which assist the state in managing users. This is not to disregard the complexity of problematic use of alcohol and other drugs and the challenges that lie around it. It is about understanding if - and how - the drug device is used to justify practices of social normalization of deviant groups, including through public funding of places in private institutions. By the way, public funding gains relevance in this work, especially because Alagoas is the Brazilian state that receives the most public resources of this kind from the Union. Although the research has not yet been concluded, the visits made so far have allowed us to identify some relevant aspects for understanding the context studied, such as the profile of the public attended to, consisting mostly of socioeconomically vulnerable people, and the central role that the Christian matrix spirituality occupies in the treatment in private institutions. It also highlighted the existence of relationships of some users with illegal markets and criminal networks, such as criminal factions, which reinforces the construction of subjectivities shaped from processes of criminal subjection.  From this scenario, the research aims to contribute to the debates about the assistance to users of alcohol and other drugs, focusing on maximizing the guarantee of fundamental rights of this public.
