This research is affiliated with the Discourse Line, subject, history, ideology of the Graduate Program in Letters and Literature of the PPGLL of the Federal University of Alagoas and aims to analyze the effects of meaning of the speech produced by the former president of the republic Jair Bolsonaro in a post on Twiter , directed at Public Security professionals - "Human rights are the dung of vagrancy". Considering that no discourse is neutral and the subject position of the enunciator - President of the Republic -, we defend the hypothesis that this discourse acts as a delegitimizing agent of police activity. To achieve our intent, we resorted to the methodological theoretical contribution of Discourse Analysis affiliated to dialectical historical materialism.
