The neoliberal adjustment policies, among which we highlight the expansion of private higher education institutions, have deepened in Brazil, mainly from 1985 onwards, gaining relevance with the expansion and dissemination of the guidelines of the Washington Consensus, during the Collor administration. Such policies have managed to act in “convincing public opinion to make it accept the reduction of public spending on social rights” (SGUISSARDI, 2005, p. 194), which represented the retraction of the State, in its role of conducting and executing social policies, besides promoting investments that are essential to the materialization of social rights, with greater impact on public education policies, especially on higher education. It can be observed, from the perspective of the social theory of Marxist criticism, that the guidelines of educational policies are based on an economic logic: Maintaining the capitalist ideology. They direct education towards the submission of the pre-established order by great international powers, governed by the perspectives of changes in which the State produces a new vision of its role, transferring to society as a whole (and to the family as a unit) the “task” and “responsibility” for education. In this context, it is possible to identify that the Entrepreneurial and Innovative Institutes and Universities Program – “Future-se” in Portuguese, a bill of law launched by the Ministry for Education and Culture (MEC), on July 17, 2019, amid the contingency of public funding (once again, legitimized) of universities. Announced by the Bolsonaro administration (2019-2022) at the end of April, 2019, such policy is in this same framing bias, with the limits, as well as the shortages, of this new paradigm of Higher Education. The aforementioned  program proposes a change of culture in Federal Higher Education Institutions (IFES in the Portuguese acronym). Thus, this production has as its object of analysis the discursive processes that produce meanings in the discourses, whose sayings are anchored in a supposed knowledge that seeks to naturalize the “commodification” of this teaching modality. Such discourses reverberate, repeat themselves and dissolve in various instances, but always aiming to standardize the form of interpretation. The study falls within the field of Discourse Analysis (DA), affiliated with Michel Pêcheux and anchored in historical materialism. Language, then, is not treated as an enclosed system. It is through language that discourse is materialized, concretized, and what makes each discursive event possible is its nature of incompleteness, opacity, its subjection to failure, to misunderstanding. From this perspective, the DA articulates the linguistic with the ideological socio-historical and its object of study, the discourse, is, therefore, an effect and an actual work in social relations. In terms of analysis of the selected corpora, which is made up of several texts, we seek to identify clues that lead us to a gesture of interpretation. This research is justified as a need to unravel the reality of this discourse in order to contribute to facing the complex contradictions present in the dynamics of contemporary capitalist society, which implies understanding the redirection of forms of control and unveiling the sense of continuity and change that these engender.
