In Brazil, the programming of television stations has, in general terms, two production models: the commercial and the public. While the for-profit media see viewers only as a consumer mass; public TV should privilege the multiplicity of audiences and the dialogue with the information, educational and cultural demands of each one of them. Based on this dichotomy, our research proposes to analyze the “official” discourse of creation of TV Brasil TV, as a so-called public broadcaster of the federal government, and its praxis in the production of journalistic information through the scripts of the newscast Repórter Brasil, in the period of June 01 to 30, 2022, year of elections for the Presidency of the Republic. The study is based on the theoretical-methodological assumptions of Pecheut's French Discourse Analysis (AD), as we understand it to be the best anchorage for the analysis of legal and journalistic discourses and their meaning effects, since AD conceives discourse as the “inseparable relationship between language, history and ideology. The materiality of language merges with the materiality of history and operates in social relations” (FLORÊNCIO, 2009, p.23). For Pêcheux (1990, p. 79), it would be “impossible to analyze a discourse as a text, that is, as a linguistic sequence closed in on itself, but it is necessary to refer it to the set of possible discourses from a defined state of the conditions of production”. In the investigation process, we argue that the State's discourse that TV Brasil is a public broadcaster with educational and cultural purposes masks the political-ideological project of the federal government in using it as a communication tool at the service of the logic of capital through the social control in the production of journalistic content in the Bolsonaro government. For this, it is fundamental to confront the corpus with DA categories such as Conditions of Production, Interdiscourse, Discursive Memory, Discursive Formation and Imaginary Formation. This understanding makes it possible to understand how discourses are constituted, how meanings are processed and what is the relationship between discourses and the reality in which they are produced, how they produce meanings and, thus, make history, polemicize and transform social relations.
