SUMMARY:

The purpose of the research is to understand the repertoire of evaluations and judgments about the
effects of the public policy “Vida nova nas grotas” (New life in the grottos) in the life of grota
residents in the capital of Alagoas, especially in Grota da Alegria, in the Benedito Bentes
neighborhood - Maceió, from the perspective of the residents. I choose as the focus of analysis the way
it was implemented from the perception of residents, who occupy different positions in these
territories. The dialogue network includes members of social movements, pastors, local leaders and
workers hired for the works. Residents and other interlocutors are not understood as evaluators of
public policy, but as people who mobilize to make something happen or prevent it from happening.
“Vida Nova nas Grotas” was a policy implemented between 2015 and 2020, in partnership with an
institutional arm of the United Nations, UN Habitat. The research will be conducted with an
ethnographic approach, aided by the production of assistants such as semi-structured interviews,
questionnaires, conducting focus groups. I highlight, as points to be analyzed, the meanings of
accessibility, mobility, income generation, education, health, culture, sport and leisure expressed by the
residents in relation to the implementation of the policy, and with the public policies of the State in
general.
