SUMMARY:

This work aims to investigate why the government of Alagoas chose to implement the Entrepreneurial Youth policy as the best alternative to insert low-income young people into the job market. In 2016, it started to be carried out in the municipalities of the state by the Secretary of Labor and Employment. Its objective is to train low-income youth in communities between the ages of 18 and 39 to set up their own businesses. The chance to participate in this policy can provide opportunities for the professional development of many young people, and it is important to highlight the benefits of its implementation. However, it is also necessary to discuss the Brazilian social context that has pushed more and more young people towards precarious work alternatives such as informality, uberization, intermittence and outsourcing. Considering these contradictions, this research intends to use the data released by the Secretary of Labor to explain what the Youth Entrepreneurship policy is, what are its objectives, rules and action plans. Then, analyze the variation in the supply of formal jobs in Alagoas that is described from 2003 to 2016 by the reports published by the Observatório do Trabalho. IBGE data, interviews and news about my work in Alagoas will serve to complement the analyses. It is hypothesized that the government of Alagoas has incorporated the flexible accumulation ideas and action plans that have been underway in Brazil since the 1990s. The number of unemployed people is also promoting the implementation of the Youth Entrepreneurship policy. Following the trend of Brazil affected by neoliberalism and successive labor reforms.
