NEW LIFE IN THE GROTAS? A PUBLIC POLICY IN THE OUTSKIRTS OF MACEIÓ BASED ON RESIDENTS AND THEIR NETWORKS
Grota. Public Policy. Periphery. New Life in Grotas.
“Vida Nova nas Grotas” is a policy implemented between 2015 and 2022, by the government of the state of Alagoas, in partnership with an institutional arm of the United Nations, UN-Habitat. The research proposal was to understand the repertoire of evaluations and judgments about the effects of the public policy "Vida
nova nas grotas", on the lives of residents of "grotas" in the capital of Alagoas, from the perspective of residents who occupy different positions in these territories. I choose community leaders as interlocutors, from which I analyze perceptions, roles and decisions regarding the implementation of Vida Nova in their respective locations, namely Grota da Alegria, Grota do Moreira, Grota do Estrondo and Complexo de Grotas Santa Helena. The dialogue network includes members of social movements, pastors and presidents of neighborhood associations. Residents and other interlocutors are not understood as evaluators of public policy, in the state sense, but as people who mobilize to make the policy happen or not happen, in their daily lives, according to their horizons of alliances, ideals and interests. The research was conducted from the verification and study of documents created by public policy managers, as well as through dialogue with residents of grotas,
showing how they perceived the policy in the locality.
