THE COMPLETE POLICE CYCLE AS AN EFFECTIVE PUBLIC SAFETY MECHANISM: THE CASE OF ALAGOAS

This dissertation presents the importance of public policies in the area of public security, when it comes to the change in the functioning of the Brazilian police, which is already announced. The Brazilian state police force has a military police force and a civil police force that make up an incomplete cycle, because both carried out only part of the preventive, investigative and repressive process of crimes. This duality, according to experts, represents a problem that results in low celerity and low resolution of crimes. Changing the functioning of these institutions is already a matter of study in the cycle of public policies, participating in agendas, formulation of alternatives, decision-making, but encounters political obstacles to its effective implementation. The 1988 Federal Constitution and public security policies establish protection as a right of every Brazilian citizen. However, this right has not been fully guaranteed, as evidenced by the high rates of violence in the country and the feeling of security for the majority of the population. Therefore, this work aimed to analyze whether there was a relationship between the dynamics of the operation of the second Investigative section (P2), and the preparation of the Detailed Term of Occurrence of the Military Police and the ostensibility and patrolling of certain groups of the civil police, capable of indicate aspects of approximation to the Complete Police Cycle, using a sociological approach in order to understand the current situation of functioning of the police within public security and its effects in the fight against violence and crime in Brazil, through the systemic method of analysis cycles of public security policies, and research and literature review. The study of concepts and methods developed by authors such as Sapori and others, who seek to improve scientific knowledge in favor of improvements in national public security, relying on the understanding of formulators and applicators of these policies in the Alagoano scenario, allows us to identify that the implementation of the complete cycle can be carried out through some possibilities: unified and demilitarized military and civil police, or the permanence of two bodies with autonomy to carry out the functions of repression and crime prevention, or even, through a police force that uses the complete cycle by type of crime.
