A CROWDSOURCING MODEL FOR MANAGEMENT OF REGULATORY ACTS OF EDUCATION COUNCILS IN BRAZIL

Normative acts are general, abstract and impersonal legal norms that establish or suggest behaviors and have a normative load, that is, they establish norms, rules, standards or obligations [Meirelles et al., 1966; MJSP, 2017], they define the correct application of our law, thus preventing someone from doing something that the law prohibits, the rules of life in society without specifying the specific individual who will be affected by the standard [Politique, 2016].Por For example, Decree No. 9,057/17 is a normative act that regulates the offer of Courses in the Modality Distance Learning in the teaching categories provided for in Brazil. Another example of an act normative is Ordinance No. 1,657/2018, which establishes the authorization for the issuance of the Portfolio Driver's License (CNH) in electronic media, called CNH Digital. these acts normative decisions decide how our behavior and that of public and/or private entities and they are built by all of us as a society. The education councils are collegiate bodies of a normative, deliberative and consultative nature, which interpret, decide, according to their competences and attributions, the application of the educational legislation and propose suggestions for improving education systems teaching [CNE/CP, 1999]. They are responsible for preparing ordinances, opinions, resolutions, indications, technical notes and other documents generated by the education councils that contribute to the construction of public policies [da Glória Gohn, 2002]. They also have the purpose of providing dialogue, listening to the demands of the community and expressing themselves as the actions of higher education bodies, such as the Ministry of Education (MEC) and the National Council of Education (CNE), on education matters of interest from different sectors, being thus organized into spheres of action.
