SUMMARY:

The research is concerned with the analysis of the narratives that produce power relations and
permeate the experience between men and women and the sociocultural interpretations – in
the city of Maceió/AL – of the guidelines contained in Law 11.340/06. Thus, analyze the
inferences that the sayings of the normative in its preliminary dispositions - to monitor, to
punish, to prevent and to eradicate - the violence against the women. By going through the
narratives that permeate the most elementary experiences among the actors – women and men
– one understands the subordination relationships that women are inserted in and,
consequently, how the places that are permissive to violence emerge. In these terms, the
studies and analyzes contained in the research run through the periodical Gazeta de Alagoas
(GA), between 2007 and 2015, the statistical data of the Civil Police of Alagoas, the data of
the Secretary of State and Social Defense of Alagoas and the national research on violence
against women – Map of Violence. However, it was necessary to make a parallel journey of
public policies and legislation conquered by political representation in defense of women's
rights under the voice of the feminist movement. Therefore, when perceiving the case of
Alagoas – precisely the city of Maceió – in the lines of the journal and the other
aforementioned sources, and considering the local customs, it is understood which narratives
endorse the current panorama that separates the population and, consequently, permeates the
life experience of women submitting them to spaces of vulnerability even with the enactment
of the Maria da Penha Law. Finally, according to the Law, identify in the provisions of the
articles that deal with preventing and eradicating, the possible strategies and which were
adopted in the city of Maceió. To investigate the access of women most affected – women of
color – by violence to public policies and protection mechanisms provided for by Law
11.340/06. Thus, the scope of the strategies is directly linked to the understanding of who
these women are and what spaces they are being victimized. Therefore, this research focuses
on the cases of violence arising from the patriarchy and on the panorama of symbolic
violence, on the advances in policies and legislation that provided, directly and indirectly, the
creation of the Maria da Penha Law and on the scope of prevention measures and planning to
eradicate violence against women.
