SUMMARY:

This work will seek to investigate and raise the discussion about how the Bolsa Família Program - PBF, impacted the interregional migration process from the states of Alagoas, Maranhão, and Piauí, which are considered the three poorest in Brazil. Thus, what motivates this research is to analyse the effect caused by the PBF on interregional migration rates from the three states mentioned above, focusing on the most recent data available. Thus, allied to this data analysis, the work proposes to discuss the migration process and its constraints, presenting an overview of it over time and later bringing a focus to income transfer policies and their history in Brazil. Carrying out a methodology focused on data analysis based on the information collected in the 2010 Demographic Census combined with a literature review, the study proposal starts from the states of Alagoas, Maranhão, and Piauí, as these are the poorest in the country and are present in the Northeast region, which was and still is the region with the largest contingents of people who migrated to other states. As the Northeast region is also the one with the largest number of PBF beneficiaries, it is believed that from these states the discussion and data analysis will be richer. The method used will be propensity score matching, which seeks to compare two similar groups, one consisting of PBF beneficiaries and the other of non-beneficiaries, considering similar observable characteristics (controls). To be succinct, from the application of the data to the model and after that it is expected that the information obtained will show that the PBF inhibits interregional migration from the improvement in the income of these people and consequently the local economy. It is known that the program works to combat poverty and social inequality, so it is believed that it indirectly influences the migration process as it provides an income that can meet some basic consumption needs. It is also expected that the results obtained show that the program has an impact on return migration, where individuals, upon obtaining this source of income, decide to return to their lands of origin since they would now have the minimum conditions to maintain their life in the locality from which they came. Otherwise, it is possible that the PBF will influence people who left their land of origin to stay in the new location to which they moved since once they gain access to this government income, they would have no reason to return to their hometown.
