SUMMARY:

The economic literature demonstrates that several developing economies have obtained benefits through Global Value Chains (GVCs). However, as far as Brazil is concerned, it has a relatively lower share of GVCs than other economies around the world and even in the Latin American region. Notoriously, such performance differs between sectors: those in which Brazil has the greatest competitive prominence in the GVCs scenario are: agriculture (excluding primary agriculture), wood and paper, basic metals and the automotive industry, but also in the chemical sector. With regard to tariff and non-tariff measures (NTTs), Brazil has focused both on trade defense measures and on measures to support exports. Among trade defense measures, anti-dumping actions have been widely used. The present work seeks to analyze the effects of tariff and non-tariff measures on Brazil's participation in GVCs. For this purpose, an econometric data approach will be used in a dynamic heterogeneous panel - Panel Autoregressive Distributed Lag (PARDL), composed of 40 sectors in Brazil for the period 2008-2018. It should be noted that there is already academic production seeking to analyze the relationship between tariff and non-tariff measures and GVCs for countries, individually and for regions. However, no research was found about an analysis for Brazil, giving an innovative character to the work and scientifically justifying its development. In addition, the results from the research can contribute to the formulation of foreign trade policies in Brazil.
