SUMMARY:

Technology Transfer (TT) is a highly complex process, covering techno-economic and social aspects, and affecting not only engineering activities, but also various facets of organizational and management activities. The Scientific, Technological and Innovation (ST&I) capacity of countries is one of the generators of new businesses in favor of social and economic development. To make TT viable, it is necessary to understand the legal and economic mechanisms that aim to ensure the interests of the parties. Objective: The scope of this study is directed to the obstacles faced in the actions of various agents in the search to enable the Transfer of Research, Development and Innovation (RD&I) and Technology (TT) Materials, specifically in the articulation of the field of Intellectual Property aimed at for seed licensing. Method: This work used one of the databases of the Brazilian Agricultural Research Corporation (Embrapa), as a way of mapping products and international operations in agricultural products related to Technology Transfer and RD&I Materials. From this mapping, the main logistical obstacles in processes of this nature were identified. The research focused on a qualitative approach, with a case study design of the Company and some cultivars and RD&I materials in World Exchange processes. Results: The logistical obstacles to imports and exports of materials have a strong impact on the integrated management that aims to promote TT and the Exchange of RD&I Materials, which in turn, is the main source for plant improvement programs in the country and one of the reasons why Brazil to be a reference in global tropical agriculture. Brazilian performance is still timid when compared internationally, due to the lack of connection between existing public policies in the fields of Intellectual Property and Foreign Trade. Conclusions: Despite advances in public policies aimed at Science, Technology and innovation (ST&I) that boosted Brazil's development, there is still no satisfactory effectiveness at an international level in processes aimed at Transfer of RD&I and Technology Materials. Considering the difficulties and deficiencies in international logistics, due to the identified obstacles, the country loses competitiveness in view of the high costs and Brazilian bureaucracy regarding foreign trade. Even though RD&I companies seek to diversify their portfolios through Technology Transfer (TT) and Exchange of RD&I Materials, resulting from strategic and important investments in agricultural research with a sustainable and global preservation bias, the obstacles mapped identified the need for action by the Government as a way to minimize the systemic impact on export and import processes of this nature. Public Policy actions are capable of acting punctually on identified problems, both to reduce the large existing bureaucracy as well as to maximize the development associated with technological progress, for example, through the reduction of logistical costs and temporal agility that trigger effectiveness of Intellectual Property and innovation.
