SUMMARY:

In 2008, the Law that creates the Federal Institutes of Education, Science and
Technology (IFs), which make up the Network of Professional and Technological
Education, was enacted. These institutions are considered Scientific, Technological
and Innovation Institutions (ICTs) in the context of the Innovation Law, which deals
with incentives for innovation and scientific and technological research in the
productive environment. Considering the triple helix academy-government-industry
interactions model as drivers of the economy, it is observed that the IFs play an
essential role for economic growth and the application of knowledge for social
development. In this context, the Technological Innovation Centers (NITs) are
responsible for fostering innovation and managing the intellectual property and
innovation policy of these ICTs. With the approval of the new Legal Framework for
Science, Technology and Innovation (ST&I), the need to update the ICTs’ innovation
policy arose. It should also be noted, in addition to updating internal documents, the
importance of building the NIT's strategic planning, based on concrete data,
considering the reality of the organization and current legislation, with its own metrics
for monitoring and evaluating the results, to ensure the effectiveness in the execution
of its innovation policy.This paper aims to situate the NIT of the Federal Institute of
Alagoas (Ifal) in relation to national data, propose an update of Ifal's innovation policy
and prepare a proposal for the NIT's strategic planning, in line with the current (2019-
2023) Ifal's Institutional Development Plan. For this purpose, an analysis of internal
documents of the Ifal was carried out in the light of the new legal framework of ST&I,
data published by the Ministry of Science, Technology and Innovation on the
innovation policy of ICTs were analyzed, data from the IFs in Brazil were collected
and analyzed, and the Pronit model was adopted to prepare the planning. As a result,
it was possible to identify in which policy points there was a need for change, in
which indicators the NIT/Ifal is above or below the national average, and it was
possible to demonstrate, with the proposed planning, how the NIT can perform its
role contributing with institutional objectives and with society.
