Challenges for electronic governance in Brazil: an analysis of the Electronic System of Information on Research Support Foundation of the State of Alagoas

The use of electronic documents and processes in the public sphere began in the 1990s, being intensified from
the 2000s onwards. The insertion of this new type of documents in the public sphere as well as the change in
social behavior experienced with the insertion of Information and Communication Technologies generated a
concern about the security of these documents as they could be accessed quickly, easily, accessible and
accurately by citizens, thus information systems emerged. The present work refers to an ongoing research
whose central theme is the analysis of an information system in a public organization. Thus, we have as a
guiding question for the research: What are the main challenges faced in the implementation of the Electronic
Information System (SEI) at the Fundação de Amparo à Pesquisa do Estado de Alagoas (FAPEAL), from the
perspective of electronic governance? The main objective is to understand the implementation of the
Electronic Information System in the Fundação de Amparo à Pesquisa do Estado de Alagoas as a support tool
for Electronic Governance in the state of Alagoas. And the specific objectives are: To describe Document
Management within FAPEAL; describe the SEI at FAPEAL; to identify the main difficulties faced in the
implementation of the SEI in FAPEAL; to verify the main benefits perceived with the implementation of the SEI
in FAPEAL. The methodology applied was of a qualitative and quantitative research nature, with an
exploratory type of research, sometimes reaching characteristics of descriptive research. We hope with this
research to obtain knowledge about the SEI as an electronic governance tool.
