SUMMARY:

The cooperation between different economic agents and the university-company-government interaction have acquired an increasing importance in the creation of sources of knowledge, innovation and entrepreneurship, especially in the constitution of the triple helix in the development of technology parks. Recent studies show that technology park initiatives have multiplied in Brazil over time, from 10 in 2000 to 103 in 2017, with 37 in the design phase, 23 in the implementation phase and 43 in the operational phase. . This research aims to investigate the relationship between university, government and company actors in Brazilian technology parks in the implementation phase. The method used was document analysis with the help of observation (asymmetric) and adaptation of a speech act theory perspective and documents applied to a set of 82 documents from three poles in the implementation phase. From the units of analysis: introductory aspects, innovation, infrastructure, institutional feasibility, organizational identity, organizational environment and local culture, it was possible to understand the collaborative processes in the construction of the triple helix and the participation of regional governments in the interest of stimulating profitability economy in the region. Through an innovation process based on business issues and solutions based on university research, the analyzes also made it possible to understand the consolidation of the role of these fomentation initiatives in the creation of technology-based companies, as well as the immersion of actors capable of strengthening the Systems National Institutes of Innovation (SNI). In addition, it revealed what are the existing relationships between university, government and companies and the activities they develop in the constitution of science and technology parks in the implementation phase.
