SUMMARY:

Information management is an essential condition for promoting efficiency, effectiveness and quality in Public Administration. It so happens that this management process includes a series of elements, such as people, content, technologies and processes that make up the dynamics of the good functioning of organizations, mainly in meeting legal requirements. From this perspective, this research aims to analyze the management of information in the waiver of bids, in the period of the Covid-19 pandemic, in public universities in the State of Alagoas. To this end, it specifically seeks to identify the actors present in the bidding waivers at universities; to map the normative devices adopted in the exemptions from bidding at universities; characterize the information transparency actions in the scope of bidding waivers used in universities; and verify the accessibility of information in institutional channels, based on information management models. Procedurally, as for the objectives, this is a descriptive research, operationalized via a multiple case study, comprising the State University of Alagoas (Uneal), the State University of Health Sciences of Alagoas (Uncisal) and the Federal University of Alagoas (Ufal). Regarding the research approach, the mixed modality will be adopted, which includes quantitative and qualitative data. The electronic documents that present the conditions for waiver of bids will be raised, as well as the functioning of the information management systems of the aforementioned universities, considering the elements, processes and flows involved. The data analyzed in the research will come from two main bibliographic and documentary sources, respectively, material already published and consisting mainly of books and scientific articles; and official websites of public universities in the State of Alagoas and the Brazilian Planalto website with analysis of legislation. Scientific findings will be organized into tables, graphs and diagrams to facilitate understanding. After collecting and systematizing the data, an analysis will be carried out to synthesize the results, based on the theoretical frameworks adopted, and thus answer the research problem. Then, a discussion of the research results that were found throughout the study will be presented to explain the understandings about the investigated theme, especially about the contributions of information management in meeting the conditions of waiver of bids. It is hoped that this research can contribute to the understanding of information management, in this organizational domain, especially in the local (Alagoas) and regional (Northeast) scenarios, notably in the context of bidding waivers in public institutions.
