SUMMARY:

Institutional Repositories are an important strategy of the Open Access Movement to democratize unrestricted and free of charge access to scientific productions, especially those financed with public resources. As a scientific and socioeconomic proposal, they can maximize the visibility of authors, scientific results and the institution that maintains them, adding value through indicators that point to the quality and performance of the academic-scientific framework, in addition to benefiting a considerable portion of researchers in the field. generation of new scientific findings. Thus, the general objective of this research was to compare the essential requirements of Information and Communication Management implemented by the Repositories of the Federal University of Alagoas and the Federal University of Ceará that contribute to enhance the visibility and quantity of deposits of scientific and academic productions. Research of a basic nature, mixed approach and, with regard to the achievement of objectives, exploratory and descriptive. Data collection took place from the exploration of repositories, bibliographic surveys, documental research and also through the application of three questionnaires, one for each group participating in this study: directors of Central Libraries, coordinators of Institutional Repositories and coordinators of Technology Information on Libraries that support the repository. Using the comparative method, quantitative data were analyzed using descriptive statistics and Student's t test, while qualitative data were analyzed using the content analysis technique and the attribute constellation method. The results revealed eight essential requirements of Scientific Information Management, the management structure processes, digital preservation, performance evaluation, identification of needs, collection, organization, retrieval and dissemination of information and four of Communication Management, institutional, marketing, internal and administrative that make up the Integrated Organizational Communication mix and are operationalized in Integrated Digital Communication from the perspective of Digital Information and Communication Technologies. From the interrelationship between these requirements, it was possible to conclude that there is asymmetry between the repositories of the two institutions, indicating that, although the Institutional Repository of the Federal University of Ceará appears as the first place among the repositories, the Higher Education Institutions of the Northeast region do Brasil, indicated in the Ranking Web of Repositories, both need to advance to enhance their visibility indexes and the increase of their populations. Finally, it was found that the efficient application of the essential requirements of Scientific Information Management and Communication Management contribute, in fact, for Institutional Repositories to achieve an effective and strategic performance in scientific and social environments, a reality that will stimulate interest of stakeholders with its population and will positively impact institutional scientific visibility and memory. as well as their credibility as instruments for the dissemination of scientific information.
