SUMMARY:

Information management is an essential condition for promoting efficiency, effectiveness and quality in Public Administration. This managerial process includes elements that make up the dynamics of the good functioning of organizations, mainly in meeting legal requirements. This research aims to analyze information management in bidding waivers, in the period of the Covid-19 pandemic, in public universities in the State of Alagoas. For this purpose, it seeks, specifically, to map the normative devices that establish criteria for waiving bids at universities; identify the information needs according to the requirements for these bidding exemptions; survey the information made available about the bidding waiver processes; characterize the availability of information as a process of transparency in the scope of these bidding exemptions; and verify the conditions of use of information in institutional channels, based on an information management model. Procedurally, this is descriptive research, operationalized via the study of multiple cases, comprising the State University of Alagoas (Uneal), the State University of Health Sciences of Alagoas (Uncisal) and the Federal University of Alagoas (Ufal). A mixed approach was adopted, which includes quantitative and qualitative data. Electronic documents were raised on the conditions for waiving bids, as well as the functioning of the information management systems of the referred universities, considering the elements, processes and flows involved. The data analyzed in the research come from two main bibliographical and documentary sources, respectively, previously published material and official websites of universities and the website of the Brazilian Plateau with analysis of legislation. Scientific findings have been organized into charts, graphs and diagrams to facilitate understanding. The results show that the Bidding Waiver Law, Law nº 14.133/2021, and the Access to Information Law, Law nº 12.527/2011, are the main normative devices that support the bidding exemptions, in the period of the Covid-19 pandemic, establishing criteria and needs for providing information on dismissal processes. Ufal prioritized the disclosure of its bidding exemptions on a new platform, the Integrated System of Assets, Administration and Contracts (Sipac), Uneal made the disclosure on the transparency website of the State of Alagoas and Uncisal made the bidding processes available on its place. The institutions make information available in known formats, such as PDF or DOCX, and with information accessibility, such as the use of the Brazilian Sign Language (Libras), to serve deaf and low vision users. Ufal was the institution that provided the greatest amount of information on waiving bids carried out on its official website. Uneal and Uncisal did not have the same performance in broadly disseminating information about their bids, which certainly makes it difficult for the population to verify their actions and may contribute to a decrease in the population's confidence regarding the use of public funds. It is considered that it is important that educational institutions promote the wide dissemination of information about their purchases and hiring, including about exemptions from tenders, promoting transparency and reliability in society.
