Challenges for electronic governance in Brazil: an analysis of the Electronic System of Information on Research Support Foundation of the State of Alagoas

The use of processes and electronics in the Brazilian context began in the 1990s, being intensified from the 2000s. The insertion of this new type of documents in the public sector, together with the change in social behavior experienced by May of the insertion of Information and Communication Technologies, generated a concern with the security of these documents that they could be accessed quickly, easily, accessible and accurately by citizens. Thus, this context of expectations was stimulated for the incorporation of information systems. The present work refers to a master's research whose central theme is the analysis of an information system in a public organization. The guiding question of the research: What are the main challenges faced in the implementation of the Electronic Information System at the Fundação de Amparo à Pesquisa do Estado de Alagoas, from the perspective of electronic governance? The main objective is to understand the implementation of the Electronic Information System at the Fundação de Amparo à Pesquisa do Estado de Alagoas as a tool to support Electronic Governance in the state of Alagoas. And the specific objectives are: To describe Document Management within the framework of the Research Support Foundation of the State of Alagoas; describe the Electronic Information System at the Research Support Foundation of the State of Alagoas; identify the main difficulties faced in the implementation of the Electronic Information System at the Research Support Foundation of the State of Alagoas; verify the main benefits perceived with the implementation of the Electronic Information System in the Research Support Foundation of the State of Alagoas. The methodology has a qualitative and quantitative approach, with an exploratory-descriptive type of research. As a result of the survey, 100% of those approved agree that the SEI contributes to the foundation's document management process, and as for the profile of the interviewees, the high level of academic qualification of the foundation's employees stands out, such as post-graduate academic (43.6%), master's (28.2%), complete higher education (20.5%), incomplete higher education (2.6%) and doctorate (2.6%). The implementation of SEI in FAPEAL was legally imposed by the government of Alagoas, but it has proved to be very satisfactory for carrying out the foundation's activities.
