THE INFLUENCE OF INFORMATION MANAGEMENT CAPACITY ON THE TRANSPARENCY OF PUBLIC MANAGEMENT

Information has always been essential to human beings over the decades, but it has gained great prominence in contemporary times, especially with the phenomenon of globalization. In this sense, the vitality of Information Science emerges as a domain that deals with issues of accessibility, dissemination and usability of information. This understanding of Information Science is essential so that there is a better redirection by the constructs that are dedicated to seeking relationships with it, as is the case of Information Management and Information Management Capability. Given this, this research has the general objective of studying how Information Management Capability can facilitate the applicability of the Access to Information Law and promote transparency in public management. Also, this research is expected to identify the reasons that lead municipal public management not to promote transparency in its entirety and Information Management Capability as a promoter of this process. Therefore, as expected by the Brazilian Government, with the creation of these laws and decrees, it is observed that, as citizens have access to information in a clear way, demonstrating that the laws and decrees in this sense have had applicability, there is a substantial improvement in the relationship between the social fabric and public management.
