  • This study aimed to analyze the perception of artisans from Alagoas about pleasure and suffering at work and strategies for dealing with such experiences, based on the Psychodynamics of Work. As for the methodology, this research is classified as qualitative, descriptive and is field research, using documentary analysis, anonymous semi-structured interviews and field diary support, as well as software for transcribing audio into text and to assist in categorical content analysis by Bardin (2016). Artisans from the Maceió/AL Crafts Market were interviewed, selected based on the typicality criterion, as they were highly representative for the research context and using the snowball method. Among other aspects, the results revealed, regarding the work context, that the spaces are not standardized, do not have furniture or ergonomically correct conditions, many artisans develop their pieces in the exhibition boxes, but the majority also work at home, and despite some processes are painful, the use of PPE - Personal Protective Equipment was not identified. The location of the Market was highlighted as a problem that compromises customer visits, the work is predominantly carried out on a seasonal basis, there is difficulty in accessing working capital and raw materials in Alagoas, creating a context that demands effort to continue the work. Despite this reality, in terms of pleasure at work, craft work is considered therapy, something that artisans love, which produces feelings of gratification and pride, being seen as a refuge and helping them overcome depression and anxiety. However, in terms of suffering at work, the appreciation of handicrafts by customers who are local residents is considered scarce, and there was mention that some typologies are more valued than others, with challenges reported in maintaining the handicraft tradition, in addition to several problems physical, emotional, and in socio-professional relationships, generating in many the attitude of working in an isolated and individual way instead of collectively. Public policies were a controversial issue, seen by some as insufficient and by others as being in a positive phase. Regarding defense strategies at work, positive thoughts stood out, followed by faith and spirituality, and are classified as individual and not collective defense mechanisms. Based on the results achieved, a technical/technological product was proposed, namely, a round table to be held annually, to update demands and measures for the craft sector.

  • The present study sought to analyze the role of the Course Colleges in the academic and administrative management of undergraduate courses at the Federal University of Alagoas (UFAL), Campus Arapiraca. For this purpose, the structural and management characteristics of the Arapiraca Campus were identified, described and discussed, as well as the academic and administrative attributions that are foreseen for the performance of the Collegiate of Undergraduate Courses at UFAL, the academic and administrative attributions performed by these bodies in the context of the Arapiraca Campus, as well as the specificities of their decision-making processes. In conducting the research, we opted for a qualitative approach with an exploratory and descriptive perspective. The data collection was done through the technique of document analysis, semi-structured interviews and participant observation. For the analysis of such data, the content analysis technique of Bardin (2016) was used, systematized into five categories of analysis: Organizational Structure, Normative Guidelines, Academic Management, Administrative Management, and Decision Making. The results revealed that the different organizational models are present and have a direct impact on the performance and decision-making processes of the Course Colleges, while contributing to a better understanding of the institutional reality of these bodies. In the exercise of the collegiate functions, a greater prevalence of administrative/bureaucratic attributions was verified, indicating a distortion in their functioning. Besides this, the diverse models, added to the different conceptions and multiple objectives and interests, also determine differentiated performances and roles for the Collegiate Colleges of Undergraduate Programs. However, the role of greatest relevance and that which is closest to the institutional ideology is that which demonstrates a greater balance between the academic and administrative attributions developed.

  • he foundation of Economic Theory is based on the rationality of the human being. However, the behavioral sciences show that the individual makes decisions that deviate from the rational model. Thus, this research aims to investigate and describe the manifestation of behavioral heuristics and biases in Brazilian public administration employees, in decision scenarios under conditions of risk, and, in a second step, aims to analyze the use of the strategic dissenter as a behavioral tool to avoid or reduce biased decisions within the public sector governance model. The study was conducted by the experimental method, with intentional manipulation of independent variables in randomized comparison groups. A total of 162 employees of a federal public institution in the state of Alagoas participated in the research. The first stage of the research was based on the Prospect Theory. The results suggest that the participants were influenced by the framing effect, the anchoring heuristic, the proportional dominance bias, and the asymmetric dominance bias. No evidence of the status quo bias was found during the experiments. In the second stage of the research, it was observed that a scenario formed by a group of people whose opinions are divergent was not sufficient to create the cognitive dissonance capable of reducing confirmation bias, groupthink, and commitment escalation. However, evidence was found that the use of the strategic dissenter modified the choice of the servers participating in the research, preventing or minimizing the manifestation of biases in the organizational environment of public governance. In addition, the age, time of work, and gender of the public employees who participated in the research had no influence on the dissident's action. It was concluded that Brazilian civil servants participating in this scientific study did not strictly follow the rational model in their choices, violating the Expected Utility Theory, and that the use of the strategic dissenter was necessary to reduce biased decisions that could impact actions in public governance. This study contributes in the theoretical sphere with new evidence for understanding behavioral phenomena in public administration and with fostering academic discussions to improve the architecture of choices in public management. The findings also point to the relevance of considering a behavioral pillar in the Brazilian public governance model. In the practical field, the evidence contributes to help public management understand the cognitive limitations of civil servants and implement routines and processes that can optimize decisions guided by the efficient and effective use of public resources, as advocated by the public governance model.

  • The Public Administration, in charge of realizing collective rights, protecting individual rights, and intervening in the social and economic order to guarantee social peace, sometimes integrates conflict relations in the Judiciary, where it must exercise its right of defense, protecting its actions before individuals, or even before other spheres of government. The exercise of the right of defense, which involves matters of public interest, takes the form of an effective “duty of defense”, is presented to the Judiciary through the person who exercises the judicial representation of the body or entity, as a rule a public prosecutor, who structures its manifestation with support from the information and pronouncements provided by the administrative area of the body or entity, as this is, in fact, closer to the matter being brought before the court, as well as being the area responsible for giving effect to the determinations addressed to the body or entities. The study on screen addresses the quality of the response dynamics of the admissible within the scope of the Federal University of Alagoas in order to ensure, directly or answered, that this response occurs in time and compensated, avoiding costs resulting from the application of fines for non-compliance , judicial defeat by default due to the non-demonstration of the university or even due to lack of information, making the entity's defense precarious.

  • The Book Biennial of Alagoas is an initiative of the Federal University of Alagoas (Ufal) held through its publisher (Edufal). Consolidated over the years as the largest cultural event in the State, the Book Biennial of Alagoas is the only one promoted by a public Higher Education Institution in Brazil, and offers totally free activities. However, despite its importance for Alagoas, it is noticed that there are gaps regarding the preservation and disclosure of information related to the Book Biennial, directly implying in the search for data for the construction of the event every two years and resulting in a problematic regarding the management of its managerial memory over the years. From then on, the following questioning arises: how is the management of the managerial memory of the Book Biennial of Alagoas done? This research consists of a case study of qualitative and exploratory nature, conducted through interviews as of a semi-structured script and documentary research, including technical reports of the event. The data obtained were treated as from Bardin’s content analysis (2011). The purpose of this work is to present the history of the development of Alagoas’ Book Biennial; diagnose the main problems of memory management (MG) of Alagoas’ Book Biennial and suggest strategies for this MG. In order to reach the proposed objectives, interviews were carried out with 13 professionals who took part in at least one edition of the Book Biennial of Alagoas as organizers. The profile of these professionals chosen for the interviews was determined because they were holders of specific knowledge and/or protagonists of the most different experiences in the event. As a result, it was verified that the lack of systematization of the registers on the managerial organization of the Book Biennial of Alagoas compromises the performance of professionals involved in its accomplishment regarding situations experienced and difficulties found and solved. From the diagnosis, it was elaborated a Technical-Technological Product (TTP) which consists of a Minute of Procedure seeking to provide acting tools and repertoire for the team of production and execution of the event.

  • The control over public administration occurs in several aspects, whether between the Powers of the Republic (Executive, Legislative and Judiciary) or between a supervisory body over a public manager. The Courts of Accounts in Brazil are centuries-old institutions that play the constitutional role of overseeing the accounts of public managers, thus issuing prior opinions. Inspection over the inspection bodies must also exist, mainly by society. Thus, this should charge those efficiency in the use of public resources entrusted to them. To assess the efficiency of the Courts of Accounts in Brazil, Data Envelopment Analysis (DEA) was used, a non-parametric technique that allows the comparison between Decision-Making Units (DMUs), which in this study are the Brazilian Courts of Accounts, that share the same list of resources and products, being used both in the private sector and in the public sector. The results pointed to a drop in the average and median efficiency of the Courts of Auditors in 2020, breaking a sequence of growth between 2017 and 2019; the growth trend resumed in 2021. Using the targets (efficient projections) of all DMUs, a Generalized Linear Model (GLM) was prepared to guide the Courts of Accounts in defining their annual goals, seeking to achieve efficiency in the use of public resources. Finally, recommendations were proposed in order to assist the Courts of Accounts in the search for efficiency.

  • In mid-2018, several neighborhoods in the city of Maceió were affected by land subsidence in the region. From then on, unprecedented developments and consequences were observed in the affected locality. Based on this scenario, the study aims to carry out an analysis of the socio-environmental impacts suffered by the five neighborhoods affected by subsidence from the extraction of rock salt, in the municipality of Maceió. In order to carry out the research, a collection of secondary data will be carried out from documents that allow the assessment of the socio-environmental impacts caused by the environmental disaster in question.

  • The financing of higher education is a theme broadly discussed, especially when it comes to associating the government with the obligation to pay for it and offer it free of charge to the population. It turns out that the high costs of higher education have brought the government some difficulties in providing sufficient resources for the maintenance of these institutions. In Brazil, federal universities still support the free access model, whose budget is provided by the Federal Government. Although this budget is insufficient, the situation worsens after the approval of constitutional amendment nº 95/2016 that imposes, among other measures, a boundary on higher education expenditures. It is in this scenario that the revenues collected directly by the universities appear as an alternative to their funding, from their effort to produce their revenues. In this context, the proposed problem arises: Were the northeast federal universities efficient in raising funds from 2012 to 2021? For the development of the research, 19 federal universities were chosen that are installed in the northeast region of Brazil because they have similar regional characteristics. For the method, Data Envelopment Analysis (DEA) was selected as a tool to measure the efficiency of universities and to develop a benchmarking between the sample units. As an intervention proposal, the research suggests the elaboration of its own revenue policy and a software development for recording information that enables the control and monitoring of data. The results show that the universities were not efficient in raising funds, having achieved an efficiency degree between 0.4 and 0.5 when considering the normalized composite efficiency frontier. The collected data also show that EC nº 95/2016 directly interferes with the amounts collected by the universities, since the amounts collected after the rule was applied represent only 62% of the resources collected in the first half of the historical series, without the rule being applied.

  • The universities have always contributed to the cultural strengthening of humanity and have been constituting an important space for the development of cultural policies. Although small, there is a growing mobilization among Brazilian federal universities for the formulation of specific policies for the area. The Universidade Federal de Alagoas (Ufal) was one of the institutions that have recently gone through this process.Considering that discussing the relationship between university, culture and cultural policy is essential for the survival of the university institution, this research aims to analyze the process of formulation of the Cultural Policy of Ufal and its relationship with the structuring of the field of cultural public policies of federal universities in Brazil. For this, institutionalism emerges as a suitable theoretical lens, since its constructs enable a broad understanding of institutions, considering the environmental context, the relationship of these institutions with individuals and other institutions: important factors to be considered when analyzing the choices involved in the formulation of public policies. Thus, a documentary research will be carried out with the federal universities of Brazil and semi-structured interviews with employees who participated in the formulation of the Cultural Policy of the Ufal, analyzed by the method of Content Analysis, based on Bardin, to achieve the objectives of this study.

  • The competencies of teams and individuals for innovation in the public sector are crucial for the public organization's ability to innovate and generate public value to society. Developing these skills in public servants is one of the challenges in the People Management (GP) area of the Federal Institutions of Higher Education (Ifes). The present work aims to analyze how managers' competences can contribute to the development of competences for innovation in PM practices at the Federal University of Alagoas (Ufal). With a basic qualitative study approach and through data triangulation, data collection took place from  documentary research and interviews with technical-administrative servers at leadership positions at the Pro-Rectory of Personnel and Work Management (Progep) at Ufal. Data on the profile and competencies for innovation of managers and innovation in PM practices were subjected to thematic content analysis and descriptive statistics.

  • This research aims to investigate the context of purchasing and bidding processes, verifying any need for standardization within the scope of municipal public management, considering the changes brought about by the New Law on Tenders and Contracts, Law No. 14,133/2021, within the scope of Municipal Department of Education (SEMED) of Maceió/AL. Initially, a brief contextualization was carried out on the topic, regarding the need for fast and efficient processes in public management, aiming to make better use of available public resources. From this perspective, the research addresses public management models, process management, process mapping and process standardization, in the context of purchasing and bidding, considering the new legislation on the topic. It is a technical-scientific product that was preceded by applied and qualitative, descriptive and exploratory research, with bibliographic and documentary research as the technical procedures used. Interviews were carried out with employees involved in the present processes, with the aim of verifying existing needs and problems, as well as verifying whether the mapping and standardization of procedures are real needs. From there, it was possible to define the current flow of SEMED's purchasing and bidding processes (As Is), so that, based on the innovations brought about by the new legislation, possible improvements could be identified, proposing a Purchasing and Bidding Manual to be followed by the entire the body, presenting the main guidelines necessary for the processes, guiding the employees involved to better execute them, in addition to other actions that can contribute to a faster and more efficient process.

  • The current context of workers' health in Brazil shows a worsening in the
    epidemiological rates of accidents and occupational diseases. Hence, the
    actions of the Professional Rehabilitation Program (PRP) of the INSS become
    even more important, as through the program, many workers affected by
    diseases or accidents at work have the possibility of adaptation or professional
    readaptation. Given the current scenario of the labor market for people with
    disabilities, which has high unemployment rates, offering courses aimed at
    fostering entrepreneurship can be an alternative to generating income for this
    group. The objective of the research is to identify the entrepreneurial potential
    among INSS insured persons, through a systematization instrument, to identify
    the area of professional training to which the worker will be directed. The study
    is descriptive in terms of general objectives and has a mixed approach:
    qualitative and quantitative. The data collection instrument will be a
    questionnaire, previously tested, with 22 items that will use the seven-point
    Likert scale to measure the constructs. The data that will be found will have
    statistical treatment through a model of structural equations.

  • Union Voluntary Transfers have become important instruments for the development of municipalities, especially when considering that the vast majority of Brazilian municipalities cannot maintain themselves with their own collection, in this scenario that through TVUs, these municipalities are able to make large works and improvements possible. for the local population. However, we are faced with the problem proposed in this study, which is the mismanagement of these resources, which causes delays in the conclusions of the proposed object for the receipt of these TVUs, as well as it can generate an inconsistent or disapproved rendering of accounts that generates even more inconvenience for the municipality and the citizens. To analyze this scenario in the state of Alagoas, the sample chosen was the municipalities of the Metropolitan Region of Agreste, as it is the second largest in the state and has grown considerably in recent years. The methodology chosen to analyze the efficiency of the management of these resources in the state will be through the Data Envelopment Analysis (DEA), as a way of highlighting the municipalities that are or are not obtaining efficient results in the application of these resources, after this analysis, a intervention project that can serve as a guide to improve the management of these resources.

  • The main objective of this study is to investigate the relationship between the efficiency of public spending on education in secondary education and the school attendance of students in Brazilian states. School dropout is a chronic problem in the country's education, and its negative impacts go beyond students who drop out of school. This problem affects the quality and efficiency of the educational system, resulting in an underutilization of financial resources invested in education. Data from the School Census and the National Household Sample Survey (PNAD) from 2015 to 2021 were used to carry out this analysis. This is an ex-post-facto research of a quantitative and correlational nature that uses technical procedures based on Data Envelopment Analysis (DEA) with the objective of measuring the technical efficiency of public spending in secondary education in Brazilian states, where we sought to analyze the efficiency of individual states in relation to school attendance in secondary education based on a set of pre-selected inputs and outputs. The results obtained from the data collected suggest that the analysis of the score results when compared with the input Net Attendance Rate is not sufficient to define a direct correlation with the superior performance of the states. The state of Ceará (CE) was also found to be reference in the optimal efficiency ratio of educational expenditure in secondary education.

The research adopts a Content Analysis strategy, with a qualitative methodological approach, of an applied and exploratory nature, collecting secondary data, through bibliographical and documentary research. The data collection instruments used will be: academic articles, dissertations, theses, books, for bibliographical research, and also Legislation, ordinances, norms and reports from the UFAL institution and the Federal Government, for documental research. The object of study of the research will be UFAL, for carrying out an analysis of its Digital Transformation process and, specifically, of its PTD, with the elaboration of a proposed action plan for the institution. It is expected, with the research project, to contribute with improvements for the improvement of the DT in the agency and of the PTD of UFAL, through an action plan, in view of the advantages provided and the legal compliance with the control agencies and, also , with the higher bodies of the Executive Branch.

  • Public Administration, in order to better meet the needs of society, seeks actions and effective solutions to offer quality services in the interest of all citizens. To the Federal Public Universities, as they belong to the set of Administration bodies Public, follow the same logic when increasing new practices and tools that contribute to the improvement of its institutional results. This research aims to The objective is to develop an electronic manual with instructions on the steps to carry out the Online registration, to assist students and employees of the Federal University of Alagoas, based on established principles, guidelines and governance mechanisms by decree no. 9,203/2017. The research used a qualitative approach and was characterized as explanatory and descriptive. Regarding the type of methodological procedure, it was case study was used. Some steps of the Business Process cycle were used Management (BPM) prepared by the Association of Business Process Management Professionals (ABPMP) for the development of research planning, analysis and process design. Preliminary interviews were carried out and later interviews semi-structured with servers involved in executing the online registration process of new entrants to understand the issues related to the changes that have occurred. At the stage of analysis, we sought to understand the current functioning of the process through the analysis of institutional documents and interviews, which made it possible to identify possible improvements for the process. Subsequently, the process mapping was prepared based on the analyzes carried out. Finally, the systematization of the procedures for carrying out the process that served as the basis for preparing the proposal for the electronic manual. You results revealed that there is no formal tool that supports the execution of the online registration process at UFAL. In this sense, the implementation of a procedures can contribute to remedying this existing lack, as well as improving the operation of the online registration process.

  • With the publication of Law No. 13,303/16, new practices were implemented to strengthen governance in federal public companies, including changes in the purchasing process of these organizations, through the creation of a new Purchasing Regulation. In this scenario, this study analyzed the consolidation of governance mechanisms and their relationship with the administrative purchasing management of a federal public company and aimed to analyze the changes that occurred in the purchasing process of the Companhia Nacional de Abastecimento-Conab, based on the implementation of new governance practices. Regarding methodological aspects, a case study with a mixed approach was used, based on qualitative and quantitative elements, using Descriptive Research and a survey, with the application of a structured questionnaire to managers working in the purchasing area. of the 27 Conab Regional Superintendencies. The results indicate that, with the implementation of this new Regulation, the purchasing process at Conab showed an increase in the Transparency, Equity, Corporate Responsibility and Accountability indices, which provided an improvement in this process. The engagement of employees involved in the implementation, the obligation to comply with the standards, the similarity of the Regulation with other purchasing legislation and technology were considered factors that facilitated the implementation of this new instrument. The difficulties were the lack of qualifications of employees, resistance to change, excessive formalities and lack of interest from employees. As a suggestion for improvement, improvements in planning in the purchasing process and employee training were suggested.

  • Public institutions have been implementing a decentralized management, guided by objectives, like private companies. Based on criteria of economy, effectiveness and efficiency, the new public management essentially aims to maximize the performance of public managers for the benefit of citizens, minimizing the consumption of available resources. In this same stream of reforms in Public Administration, Higher Education Institutions – IES are also experiencing significant changes. These institutions face several new problems, requiring innovative solutions and substantial changes in traditional academic management models. This new concept demonstrates the need for more efficient internal control in institutions such as public universities. Internal control plays a fundamental role in managing public spending and achieving the institution's objectives. As an internal control tool at universities, there are internal rules that regulate academic and administrative activities, such as the internal regulations. The internal regulation is an official and normative instrument of internal control that supports and legitimizes the competences, attributes and integration of strategic actions, technical, administrative, human, budgetary and financial resources. Having exposed these considerations, the general objective of this research is to propose the elaboration of the Internal Regiment of Campus IV (São Miguel dos Campos) of the State University of Alagoas - UNEAL, having the research as methodological characteristics: descriptive, propositional, bibliographical, empirical and documentary. First, a bibliographic research was carried out, focusing on public management, internal control, controllership, auditing and university management. The bibliographical research included the technique of Systematic Literature Review. The field research was carried out with the strategic administration bodies and the directors of the academic units of UNEAL through a structured interview, whose data were collected, tabulated and analyzed, followed by documental examination, using the technique of analysis and interpretation of content . In the treatment of data, the software ATLAS.ti (version 9) was used, and the Excel application was also used to generate graphs and tables. With the results obtained, it was possible to: a) understand the hierarchical structure and profile of managers at UNEAL; b) outline the characteristics of the area with UNEAL's internal control activities; c) it became possible to outline the profile of internal control in the structural, administrative and academic areas of UNEAL, identifying the existing internal control activities and how they operate; d) obtain suggestions for the formulation of an Internal Regulation, so that it will meet the needs of Campi managers. It was concluded that UNEAL does not have a formalized internal control body, there are no controlling and auditing bodies in the organizational structure, having only the gratified role of Transparency and Governance Agent. By analyzing the content of the interviews, it was clear that the surveyed managers feel the lack of an Internal Control that can carry out the activities inherent to this body, which can effectively advise managers in decision-making, aiming to meet the interests of the academic community, in a way in general, and, at the same time, to achieve the goals planned for the good of the higher education institution, since the public administration is currently characterized by a scarcity of resources, while society has a greater demand for accountability by public managers, that need an efficient internal control system in institutions such as the State University of Alagoas.   • Access to public information is a Brazilian citizen's right that has been improved over the past few years. The consequences of the State's promotion of adequate access to information have proven to be positive in terms of improving the quality of public service, as a result of better conditions for analysis, participation, and social control. Public universities are part of the State and relevant information for the whole of society, however, their main target audience, the students, need specific information to support their participation in institutional democracy, and to collaborate with the development process of their student activities. Therefore, this research aims to analyze whether the information available on the websites of courses at a public federal university is in accordance with the legislation and with the students' needs. The methodology to achieve this objective is characterized, as for the purpose, as applied, exploratory and descriptive research, and, as for the approach, it will use the concept of mixed method (quantitative and qualitative). It will employ bibliographic, documentary and field research means of investigation, having the data collected through scientific articles, books, websites of public university courses, and by two instruments: structured form and questionnaire. Quantitative data will be systematized in IBM SPSS Statistics software, and qualitative data will be assessed based on historical method document analysis and content analysis. As a result, we intend to present improvements and solutions to improve and consolidate access to information available on websites aimed at university students.

  • Since the 1970s, the possibility of replacing commuting to work has been studied, with the transfer, through information and communication technologies, of work to home. In the 1990s, this work alternative became widespread, as the use of personal computers became widespread. In 2020, the COVID-19 pandemic and the social distancing measures imposed to combat it prompted several organizations to use remote work as an emergency. The Public Prosecutor's Office of the State of Alagoas, although intending, since 2017, to regulate the teleworking of its servers, it only did so in the context of the pandemic and for the context of the pandemic. This dissertation aims to analyze the characteristics of the organizational structure of the Public Prosecutor's Office of the State of Alagoas and its adequacy to the implementation of remote work by legal analysts working in the Capital's Public Prosecutor's Office. Specifically, the characteristics of the organizational structure of the MPAL are described, especially of the Maceió Public Prosecutor's Office, the attributions exercised by legal analysts in the Maceió Public Prosecutor's Office are identified and the way in which they are controlled by their immediate heads, the adequacy of the characteristics of the organizational structure of the MPAL and the attributions of legal analysts working in the Capital Prosecutor's Office working remotely and, finally, an adaptation of the organizational structure of the MPAL is proposed to enable the attributions of the legal analysts of the Public Prosecutor's Office of Maceió are carried out in a remote work regime. The research is applied in nature, with descriptive objectives and, from a procedural point of view, characterized as a case study. For data collection, legislative and administrative documents were analyzed and legal analysts working in Maceió's Public Prosecutor's Office and their immediate bosses were interviewed. As a result, it was found that the organizational structure of the MPAL, reflecting a national structure, is composed of higher administrative bodies, administrative bodies, executive bodies and auxiliary bodies, that the key part of the organization are the executive bodies, which these they do not suffer interference from higher administration bodies and, therefore, the MPAL can be classified, in general, as a professional bureaucracy. It was also found that the Public Prosecutor's Office, on the other hand, does not have an internal specialization of work, presenting itself as a simple structure, whose key part is the strategic summit represented by the Public Prosecutor. It was found that the organizational structure of the MPAL and the Public Prosecutor's Office of Maceió are favorable to the remote work of legal analysts, being, however, necessary, before regulating remote work, to implement a triage, referral and citizen assistance service to attend , above all, the digitally excluded. As a product, it was proposed the creation of the referred service at the MPAL Ombudsman and the regulation of remote work for the servants in Maceió's Public Prosecutor's Office.

  • Smart cities (SC) are becoming very popular as an alternative city model that seeks to improve the quality of life in urban centers based on the use of information and communication technology (ICT) tools. The "Fab Labs" are digital fabrication laboratories that encourage the creation of new products, intellectual property, and businesses in the area of technology. The general objective of this study is to
    develop a project proposal for a Fab Lab for the city of Maceió-AL. In methodological terms, the research is classified as applied, exploratory, and qualitative. It was chosen to adopt as a research strategy an inspiration to the Design Science Research method, which focuses on the production of projects and artifacts. According to the research developed, it was verified the lack of a laboratory to promote digital fabrication and to capacitate the community in a broader way, between young people and adults, seeking to attend those who do not fit the requirements of participation in the existing laboratories. For this situation, the project proposal of a mobile Fab Lab was presented, a configuration that presented itself as the most adequate to serve the most distant communities, meeting the criteria of location diversity and mobility of the proposal, offering courses and services, in order to generate an interest in young people and adults about the possibilities of digital fabrication and promote training in the area. To reach the final product, specific objectives were outlined, consisting of a macro planning of the elaboration of a Fab Lab, specification of the project of a Mobile Fab Lab, and an operational plan with economic/financial viability and proposal of projects to be developed. As conclusions
    of the research it was verified that in order to improve the positioning of Maceió as a "smart city", the technological qualification of its community is one of the paths to be taken, a community that has levels of unemployment, income and education that need to be improved. It was also verified that there is a local network of technological qualification labs, but they serve a restricted portion of the community. In parallel, the investigation about the construction process of the Fab Labs raised a set ofguidelines from the Fab Lab foundation essential to the construction process of the labs, also revealing the different formats that the labs can be deployed, seeking to adapt as best as possible to the local needs, based on the mobile lab proposal
    presented in this work.

  • The scenario of health, humanitarian and political crisis in Brazil, aggravated by the COVID-19 pandemic and the interruption of face-to-face classes, resorted to emergency remote teaching as an alternative to provide the continuity of school and academic activities as a result of social isolation. This demanded from the Educational Institutions a quick adaptation to the new context, leading to a more intense use of TDIC in the mediation of teaching. In this sense, this work deals with the consequences brought by this crisis for higher education and evaluates the use of TDIC in the undergraduate courses of Economics, Accounting and Administration of FEAC at the Federal University of Alagoas. For this purpose, the following were used as research techniques and instruments: a Bibliometric Review of Literature, documental research to the National Curricular Guidelines and to the Pedagogical Projects of these courses in their most current versions. As a result, there is the way in which teachers dealt with the transition to emergency remote teaching and some of its implications regarding the use of TDIC. In addition, from the intersection of these results, it is suggested to expand the use of such tools, bringing benefits to the desired profile of the graduate, regarding the teaching of curricular components, offering a response to the new demands for an updated professional training.

  • In the current Brazilian political, economic and social scenario – considering budget reductions in the higher education and science, the wave of obfuscation of scientific knowledge by the wide dissemination of fake news and the propagation of speeches intended to discredit public institutions of higher education –, public universities need to prioritize the socialization of science produced in the academy, as well as expand the arguments about its relevance in the development of society. In order to help the public university see the organizational communication as a strategic tool to exercise its social function, this case study, which comprises a situational diagnosis, had as main objective to investigate the work of scientific dissemination carried out in the communication office (ASCOM) from the Federal University of Alagoas (UFAL) in order to present a proposal for a procedure for the communication sector. This investigation can be characterized as a descriptive study of applied nature and qualitative approach. As means of investigation, bibliographic research, documental research, participant observation and case study are qualified and data were treated according to Bardin's Content Analysis. In order to achieve the major objective, after the theoretical foundation – built on the themes of public university and social function, terminologies of scientific dissemination, organizational communication and communication policies in organizations –, a search for current normative and strategic documents was carried out to analyze the relationship between institutional guidelines and scientific dissemination. In order to analyze the complexity of the scientific diffusion flow and list the major difficulties of the activity from the perspective of the actors involved in the process, interviews were carried out with thirteen subjects from the university community, considering employees of ASCOM, the research department (PROPEP) and scientists from several academic units. The main findings made possible the construction of a framework with the difficulties mentioned in the scientific dissemination process at Ufal, which were divided into dimensions: internal factors and external factors. The internal dimension was subdivided into difficulties related to structure, communication and personal feelings. On the other hand, external factors were understood as adversities of Brazilian socioeconomic scenario. The results achieved validated the importance of establishing instruments that give guidelines and standards to the activities carried out by ASCOM and by other departments of the university. As an addendum, it was found that the problems in UFAL’s organizational communication, under the guidance of ASCOM, transcend the delimitation of the present investigation, since the sector does not have normative documents that establish institutional guidelines for its own operation. However, considering the scope of the work, in order to minimize the problems of scientific dissemination, since the biggest problems found are linked to the absence of norms and definitions, the technical-technological product presented constitutes a Proposal for a Scientific Dissemination Procedure with intents to contribute to the institutionalization of the process conducted by ASCOM in partnership with PROPEP, UFAL researchers and the press. Finally, this study aims to offer contributions to standardize the flow of scientific dissemination, enhance dialogue with society, restore the image of the public university and guide other studies that investigate similar processes.

  • Society has continually demanded red tape from the government and efficiency in the provision of public services. In this sense, the use of ICTs in their work processes, such as teleworking, has provided the public administration with cost reductions and improved quality and productivity parameters in the services offered to citizens. Literary references argue that this type of work has presented advantages and disadvantages for employees, society and organizations, especially public ones. Thus, this research project has the general objective of analyzing the feasibility of implementing a Telework Management Program in the middle activities of the Federal University of Alagoas. The specific objectives are: to survey the main approaches regarding telework in the literature and the existing telework schemes in the federal public service; to identify the middle activities, the positions and the sectors with teleworkable profile; ascertain the expectations and opinions of the technical staff and the management staff in view of the possibility of implementing a Telework Management Program; and to present metrics for the elaboration, execution and monitoring of a Management Program. The research strategy adopted is a Case Study with a mixed methodological approach of a descriptive nature that will use documentary and field research as data collection techniques. The data collection instruments used will be legislation, institutional´s rules and internal reports and questionnaire, respectively. For the purposes of delimiting the subjects of the research in this study, a probabilistic sample of 293 civil servants will be selected at Campus A. C. Simões, who exercise the means-activities compatible with the norms brought by IN 65/2020/ME. This research is expected to find the facilitating and limiting factors for the implementation of a Telework Management Program at UFAL. The purpose is to understand from the target employees of the research what are their expectations, assessments, and perceptions regarding the feasibility of turning remote work into an alternative work practice at the university.

  • A well-executed management is fundamental for the development of any institution. In the public centers of higher education in Brazil, the occupants of these positions are professors, who, in general, do not have training to work in management. This research purposes to investigate how to guide the new managers of postgraduate programs at Universidade Federal de Alagoas (Ufal) about the main duties, responsibilities and workflows involved in the execution of the job. To this effect, it aims at detecting in the literature the impact of the absence of a specific training in university management; identifying the profile of Ufal’s postgraduate managers; mapping the attributions and describing the main processes of these coordinators.

  • The adoption of public policies aimed at Operations Management is highly relevant when it comes to the Tourism Chain, a chain that contributes substantially to the economy of Maceió, involving the public and private sectors. Hence, the present work seeks to analyze the Tourism Chain Management in Maceió, regarding their policies and sustainable practices in the chain. To achieve this objective, the tourism chain was mapped, through literature review, document analysis and interviews with the main actors responsible for the operationalization of the tourism chain, in order to identify the sustainable practices and public policies adopted by the sector. The methodological procedure was carried out in 6 steps: 1) analysis of official tourism documents and a systematic review to identify the elements involved in the Tourism Chain; 2) creation of an initial sketch of the Sun and Beach Tourism Chain of Maceió, based on the documents and articles examined in the first step; 3) analysis of the articles from the systematic review to identify sustainable practices and public policies adopted by the elements of the chain; 4) conducting interviews with actors identified in step 1 to improve the chain mapping; validation of the Sun and Beach Tourism Chain of Maceió; 5) analysis of official documents and interviews to identify sustainable policies and practices adopted by the chain; 6) triangulation of data collected in interviews and documents, and description of elements, identified problems and identified solutions. Data were analyzed using the content analysis technique, with the help of the Atlas.ti software. The triangulation of data enabled the mapping of the Sun and Beach Tourism Chain of Maceió, which confirmed the relevance of the elements of accommodation, food, and transport. Through the results of the interviews, it was possible to identify the sustainable practices that are used by the elements of the chain, as well as the public policies implemented and in progress that seek sustainability, which contributed to the preparation of the proposal for public policies and sustainable practices as a technical product of this work. It is concluded that there is an awareness of the importance of sustainability for the development of tourism by the government and the elements of the chain, in addition to seeking sustainability, however, it is necessary that practices are regulated through public policies so that they become the basics to be followed by everyone, and to monitor and evaluate the public policies to continue actions that are offering positive results and enable corrections. In addition, it is necessary for the government to become proactive, as it plays an important role in the regulation and inspection of practices.

  • The study sought to understand how the processes for penalizing suppliers are developed within the scope of the Federal University of Alagoas. For this, it sought to identify the main behaviors of suppliers that represent breaches of contract. Through document analysis and interviews carried out with the Institution's employees, it was also sought to describe the main difficulties related to the development of these processes, as well as the existing alternatives to face the difficulties. Through the perspective of the Transaction Cost Theory, there was evidence that characterizes the incidence of assumptions of opportunistic behavior and limited rationality, among which the perception by the interviewees that some University suppliers seek to act in an opportunistic way stands out. aiming to maximize your earnings. With respect to limited rationality, this was evidenced by failures in communication in internal documents that regulate the penalty of suppliers and in administrative processes developed for this purpose. In the end, based on the contributions of the interviewees and based on the theory adopted, the study presents intervention proposals that aim to mitigate above all the attributes of uncertainty, facilitating the development of these processes with a view to improving the acquisitions made by the Entity.

  • It is the practice of the public service to designate servers to manage and monitor the execution of public procurement as a way to efficiently safeguard the achievement of its purposes. In this context, this study aimed to analyze how the performance of managers and inspectors of the Companhia Brasileira de Trens Urbanos, regional Maceió, contributes to the execution of administrative contracts for the acquisition of goods and provision of services. As specific objectives, it was also sought to characterize the profile of current managers and inspectors, considering social and functional data; identify the level of knowledge of these employees regarding normative aspects related to the activity of contractual management and inspection; and investigate existing practices to, based on the results achieved, carry out a proposal for an intervention to improve the management and inspection process. Therefore, it was proposed the development of an exploratory research, qualitative approach, with data collection through the use of an interview script. Participants were the current managers and inspectors appointed through an internal resolution. Data were subjected to content analysis, with the help of the Atlas.ti software. In response to the specific objectives, it was possible to identify problems in understanding the rules that govern management and inspection, such as: allocation of people who have not gone through the training course, lack of clarity in flows and in the criteria for choosing those designated, in addition to verifying that, despite the good practices developed at the institution, they are not being disseminated. Based on the results, an intervention proposal was elaborated for the creation of an annual training plan with the following objectives: updating and aligning normative interpretation, clearing doubts, exchanging experiences, establishing flows and control instruments for data recording contractual terms.

    will be used to analyze criminal proceedings and provisional prisoners in the public jail of Bom Conselho-PE,
     between the years 2015 to 2020. It is intended to highlight, on a current and futuristic basis, 
    the effectiveness of videoconferences when positively employed in said procedural acts in order to achieve
     an improvement in the dynamics procedural generalist.

  • Public purchases comprise contracts for goods and services carried out by public bodies in accordance with the laws and regulations in force and are of fundamental importance to support the development of the activities of these bodies. However, it is necessary that organizations continually seek to improve their demands, so that there is adequate application of public resources and agility in their processes, always seeking to comply with the basic principles of public administration and the principles proposed by the law on bidding and administrative contracts. Considering that, this study aims to recommend planning and management tools for the acquisition of permanent items for Campus Sertão, at the Federal University of Alagoas - UFAL. Specifically, it sought to: (a) map the organizational structure of the Coordination of Institutional Management — COGINST of the Campus do Sertão; (b) analyze the situation of the permanent material acquisition processes in the period from 2010 to 2020 by the Campus do Sertão; (c) identify strengths and weaknesses, opportunities and threats for the accomplishment of the permanent material acquisition in the Campus do Sertão, during the analyzed period; (d) develop tools that allow improvements for the planning and management of the permanent material acquisition process of the Campus do Sertão. As for the methodology adopted to achieve these objectives, it is categorized according to the means of investigation as bibliographic, documental and case study, and as to the objectives, as exploratory, descriptive and applied. Data were collected through interviews with employees of the institution itself, focusing on perceptions about the process of purchasing permanent items in their unit, and through a documentary survey, focusing on the management documents made available by the institution and in the norms published by the federal government, for greater reliability of the results. Then, the data were analyzed using a qualitative approach, through the content analysis technique. The results indicated problems related to the structure and organization of the department, due to the lack of clarity in the distribution of positions and attributions, small number of employees involved and lack of financial resources; related to planning, due to the lack of use of planning instruments and allocation of resources, and the lack of training of the employees involved; and also problems related to process management, due to the lack of knowledge of the employees about management tools, legal issues and the non-adoption of control monitoring mechanisms. However, despite these obstacles, it was also noticed a collaborative team that comes year after year in search of improvements for the department, through the search for greater resources, training and expansion of the number of employees involved. In this way, from the triangulation of the results, it was possible to develop tools to solve these problems, such as: an organization chart for the arrangement of positions and assignments, flowcharts for identifying and planning all stages of the process, proposals for training courses and indicators for monitoring and control of results. Therefore, this research contributes to COGINST’s planning and to the reach a better management of public resources.

  • The Student Disciplinary Process - SDP is the instrument for investigating alleged infractions
    by students within the institution to which they are linked. Thus, the objective of this work is
    to analyze the current conditions of effectiveness in the establishment and conduction of SDPs
    in the period from 2015 to 2019 in the context of the Federal University of Alagoas - Ufal. To
    achieve the proposed objective, a systematic review of the literature on the effectiveness of
    disciplinary processes will be sought in order to identify the main discussions on the topic and
    to understand it better, to describe the fundamentals of student research procedures in the
    disciplinary sphere of Ufal, with the presentation of the instruments that are currently used,
    with the exploration of its SDPs between the years 2015 and 2019 and analysis of their
    effectiveness. The research adopted a mixed methodological approach, with the combination
    of qualitative and quantitative techniques, using bibliographic review and documentary
    research, as well as using a questionnaire, semi-structured interview and participant
    observation. Afterwards, the results will be exposed with quantitative and qualitative
    comparisons to, at the end, indicate the elaboration of a Code of Student Conduct - CSC that
    aims to curb unwanted conduct at the university, hold possible offenders accountable and
    discipline the administrative procedure.
