THE USE OF DATA AND INFORMATION TO SUBSIDIZE THE CONSTRUCTION OF PUBLIC POLICIES IN THE STATE OF ALAGOAS: A CASE STUDY IN THE INFORMATION SUPERINTENDENCE AND SCENARIOS

The scarcity of resources challenges public managers in meeting the demands of society. To ensure efficiency and uphold the constitutional principle of efficiency, it is essential to guide state policies precisely, using data and information to identify priorities and support decisions. The increasing use of Information and Communication Technologies aids in this process of management and control. In the context of this local case study, this dissertation aims to analyze the effects of information technology usage on processes and workflows, starting from the pandemic period, by the Superintendence of Information and Scenarios, in providing information for decision-making and the development of public policies in Alagoas. This is an exploratory study, with qualitative analysis, which used internal data collection at the Superintendence of Information and Scenarios, as well as bibliographical and documentary research, discussing relevant concepts of the Information Society, data-driven government, open data, Information Science, and Information Management. The results include, in addition to all bibliographical and documentary selection for research support, the mapping of workflow and survey of technologies employed, in periods before and since the pandemic, as well as an analysis of public policies, supported by the sector under study in the case, and quantification of gains in the work processes of this sector. It is perceived how the effective provision of information was able to contribute to decision-making and the development of public policies in Alagoas.
