SOCIAL ASSISTANCE AS A STRATEGY FOR THE REPRODUCTION OF CAPITAL: an analysis of Latin America

SUMMARY:

The object of this research is to study the social assistance policy as a strategy for the reproduction of capital from a Marxist theoretical referential. In order to make this analysis, we start from some research questions, namely: What are the configurations of the formation of the Latin American State in the development of world capitalism, what has been the position of Latin America in the international division of labor during the historical development of the capitalist production system, what is the role of social assistance policy in Latin America today, what are the limits of social assistance policy, is there a relationship between the super-exploitation of the labor force and social assistance policy in Latin America, is there a relationship between the super-exploitation of the labor force and social assistance policy in Latin America, and is there a relationship between the super-exploitation of the labor force and social assistance policy in Latin America? In order to answer this series of questions, the general objective is to analyze historically the particularities of the development of capitalism in Latin America from its condition of dependence in the capitalist world system, with the purpose of evidencing the tendencies of the State and the social policy, emphasizing on the social assistance policy at present. In order to carry out this research, a bibliographic and documentary search was conducted on the foundations of the State, social policy and social assistance, in addition to the historical development of Latin American dependent capitalism, which supports the way in which the State and social policy are developed in the region. In the first section, the categories of analysis that guide the understanding of the object of study are developed; for this purpose, it is considered essential to rescue classic and other more contemporary authors, as well as Latin American authors, in order to have a theoretical basis to guide the analysis. In the second section, a historical review of the development of Latin American dependent capitalism was carried out, taking into consideration the patterns of reproduction developed by Osorio (2012), which provide the structural basis for understanding the role of the State and social policy in each of these historical moments. Finally, in the third section, a mapping of social assistance policy in Latin American countries is presented in order to understand and demonstrate the particularities of each of the social formations, their relationship with the State and the mechanisms of social reproduction through the analysis of documents and national policies that are part of the governments of the region. Thus, the analysis of the object is directed towards neoliberalism and the refractions of the social question in dependent capitalism, which has coexisted since long ago with the super-exploitation of the labor force in the region, potentialized within the framework of the structural crisis of capital. It is in this context that there are onslaughts by multilateral organizations to "assistentialize" social policy through the emphasis on targeted and palliative programs of social assistance policy, redefining its function in the context of economic globalization and the ongoing social unprotection in the continent.
