SUMMARY:

This thesis entitled The configurations of mental health policy and drug policy in the years 2002 to 2022: violations and guarantees of rights in the reality of Alagoas, is the result of empirical research whose main objective was to investigate the forms of psychosocial care in Mental Health Policy and Drug Policy in Alagoas and guaranteeing the rights of drug users and/or people in psychological distress. For the development of the study, the following specific objectives were outlined: to deepen the theoretical study on drug use and the institutionalization of people with mental disorders in the course of capitalist social relations and the dialogue with the construction of rights; analyze the historical process of hospitalizations in the Brazilian scenario and the deinstitutionalization process; identify mental health care and reception services for drug users in Alagoas. The research covered the bibliographic, documentary and field method with research aimed at managers, users and professionals in drug and mental health policies in Alagoas. The first version of the thesis, presented to the qualification committee, has three sections, one introductory including the methodological questions of the research; the second section presents the historical and theoretical foundation that comprises the object of study; and, the third section presents the configuration of policies in the Brazilian context and in the Alagoas scenario. The local study linked to historical and theoretical foundations allowed us to reflect and defend the thesis that there are particularities that unite people with problems arising from abusive use and people with mental disorders. Historically, poverty and lack of resources permeate the reality of mental illness and the recurrence of problematic drug use. It is also possible to see that Law, Church and State have historically carried out interventions aimed at this problem, so that from the origin of institutionalization to the present day it is possible to perceive the legal dimension standardizing and regularizing, the State creating institutionalized spaces and the presence of Church, which currently intervenes through philanthropy and the third sector, managing issues relating to mental illness. The fourth section of this research (which is in the construction and systematization phase) will bring empirical data through statements from professionals and users who are part of these policies in Alagoas, about assessments, experiences and life stories involving hospitalizations, drug use and the provision of Psychosocial Care Network services. This thesis is intended to contribute to the debate that permeates recent forms of psychosocial care, which can bring traditional forms that violate rights in a multifaceted way.
