Public health policy in the context of Alagoas: repercussions of the Bolsonaro government and ForumSUS struggle strategies

The Unified Health System (SUS) is the most significant democratic achievment in the field of health in the context of Brazil’s redemocratization and the drafting of the 1988 Federal Constitution, due to the recognition of health as a citizen’s right and a duty of the State. However, the principles of the SUS – Universality, Equity and Integrality – were threatened in the management developed by the Bolsonaro government, characterized by putting democratic ideals at risk, violating social, political and civil rights. Through reflections constructed from my work as a NASF-AB professional, the existence of a political actor in the state of Alagoas who builds actions in defense of the SUS, the Alagoas Forum in defense of the SUS and against privatization (FórumSUS) and due to the lack of discussion in the literature on civil society’s coping strategies in defense of the SUS in the context of dismantling promoted by the Bolsonaro government, especially at the Primary Health Care level (PHC), the research’s general objective is to understand the political strategies constructed by FórumSUS in favor of guaranteeing of the SUS principles at the PHC level during the Bolsonaro government period. The specific objectives os this research are: a) Debate the measures promoted by the Bolsonaro government and in the State of Alagoas that caused the devaluation of the principles of the SUS in PHC; b) Discuss the repercussions of these measures on PHC in Alagoas; c) Understand the demands, political articulations and the society project built by FórumSUS in the fight to guarantee the principles of the SUS in PHC. In methodological terms, the research is based on a qualitative approach and intends to use documentary research and semi-structured interviews as data constrution strategies to achieve the proposed objectives. Data interpretation will be carried out through Discourse Analysis (DA) based on the Discourse Theory proposed by Ernesto Laclau and Chantal Mouffe. The research will contribute to the understanding and visibility of the struggles built in Alagoas against the dismantling produced in the SUS in the context of the Bolsonaro government, more specifically, those promoted by FórumSUS.
