SUMMARY:

The Human Right to Adequate Food (DHAA) is an inalienable right that must be guaranteed, inseparable from other social rights. In Brazil, with the aim of ensuring DHAA, the National Food and Nutritional Security System (Sisan) was created based on Law No. 11,346 of 2006. Sisan, combined with income distribution and promotion of health, contributed to guaranteeing the citizenship of the most vulnerable populations and to Brazil's exit from the World Hunger Map, which only happened in 2014. Unlike what was observed in 2014, with the country's exit from the World Hunger Map, the review of the literature discussed in this project explains that we began to experience in Brazil, after the beginning of Michel Temer's government and Jair Bolsonaro's administration, discursive changes with regard to public policies promoted under PT governments, resulting in a worrying scenario of return food and nutritional insecurity, hunger and poverty, which worsened during the Covid-19 pandemic and the country's subsequent return to the Hunger Map. In this scenario, Alagoas is the state that leads the ranking of families experiencing food insecurity in Brazil. The objective of this research is to investigate strategies to combat hunger that were implemented in the state of Alagoas by civil society and state publicauthorities in the period between 2016 and 2023 and how the phenomenon of hunger and ways to combat it were conceived in these strategies. A literature review was carried out to construct the research problem. The review carried out was structured around the following subtopics: a) Public policies to combat hunger in Brazil; b) Destructuring of public policies; c) Strategies to combat hunger produced by civil society. To achieve the research objective, we will use two methodological strategies: documentary research and semi-structured interviews with subjects who have constructed strategies to combat food insecurity in Alagoas. The data constructed in the research will be analyzed through discourse analysis based on the Discourse Theory developed by Ernesto Laclau and Chantal Mouffe. This theoretical perspective helps to understand the political dynamics of a given social order, understands reality as historical and contingent and moves away from attributing any essentiality to subjects and the social order, both of which are constructed from discursive strategies that delimit meanings to reality. and, thus, establish certain ways of being and living.
