BIOPOLITICS AND YOUTH GOVERNMENT: A STUDY OF THE DECENAL SOCIO-EDUCATIONAL SERVICE PLANS OF MACEIÓ AND ALAGOAS

The! tenLyear! plans! for! socioLeducational! assistance! are! documents! that! aim! at! the! unification! and! standardization! of! practices! in! socioLeducation! throughout! the! national! territory.!They!must!follow!the!principles!and!guidelines!of!some!policies,!such!as!the!Statute!of! the!Child!and!Adolescent!(ECA),!the!National!System!of!SocioLeducational!Assistance!(Sinase)!and! the! Federal! Constitution! of! 1988.! We! chose! to! work! with! the! plans! of! socioLeducational! assistance!because!we!understand!them!as!a!discursive!field!of!analysis!that!involves!government! strategies,! above! all,! youth,! allowing! us! to! set! up! an! analytical! field.! Thus,! from! these! speeches,! truths!are!produced!according!to!the!ways!in!which!they!are!enunciated.!We!took!as!a!research! problem! the! discussion! about! the! notions! of! social! reintegration! and! socioLeducation! present! in! the!referred!plans.!This!work!has!as!general!objective!to!analyze!the!ways!of!governing!life!linked! to!socioLeducational!assistance!plans,!as!well!as!their!strategies!for!social!reintegration.!From!this! objective,! the! following! specific! objectives! unfold:! a)! to! problematize! discourses! and! practices! guided! by! the! TenLYear! Plan! for! SocioLEducational! Assistance! in! Alagoas! and! the! TenLYear! Plan! for! SocioLEducational! Assistance! in! Maceió;! b)! discuss! what! notions! of! social! reintegration! and! socioLeducation! are! produced! in! these! plans;! c)! reflect! on! the! government! of! lives! based! on! socioLeducation! in! such! documents.! This! study! is! based! on! the! theoretical! and! methodological! tools! of! Social! Psychology,! which! calls! into! question! the! world! in! which! we! live! and! the! ways! in! which! we! become! what! we! are.! The! work! was! built! from! the! dialogue! with! the! theoretical! and! methodological! tools! proposed! by! the! philosopher! Michel! Foucault,! such! as! the! concept! of! biopolitics.!For!the!analysis!of!biopolitics,!we!adopt!clues!from!its!archegenealogical!perspective.! When! we! take! socioLeducation! as! a! government! strategy,! we! notice! that! it! is! focused! on! the! control! and! regulation! of! youth,! to! make! it! useful! and! productive.! For! this,! several! techniques! and! devices! are! used,! such! as! the! laws! for! youth! and! the! socioLeducational! plans! themselves.! This! is! only! possible! from! a! political! investment! in! the! body,! a! fact! that! is! closely! related! to! complex!economic!relations.'
