SUMMARY:

The Living Heritage Record from Alagoas state (Registro do Patrimônio Vivo, RPV/AL) is a local public policy created in the context of the institutionalization of the recognition of imaterial heritage in Brazil, since the act 3551 in the year 2000. This act institutes a specific methodology for recognizing imaterial cultural assets and launches the National Imaterial Heritage Program (Programa do Patrimônio Imaterial, PNPI). Since then, experts in “popular" and “traditional" culture (mestres and mestras) have been acknowledged as living heritage by the state government. However, to access this recognition and the rights guaranteed by the record, many of these people are dependent on mediating actors. This happens due to the incompatibility between the necessary procedures for subscribing in the record and the autonomy of this program’s public in the face of these procedures. Thus, the dialogues between the experts in popular and traditional knowledge and the State is characterized by asymmetrical power relationships. These asymmetries are connected to a process of hierarchization of culture. In this process, taking in count the heterogeneity of their trajectories, the women experts in tradicional knowledge, the mestras, occupy a peripheral space. In this context, these women’s narratives suggest that they employ “popular culture” as a strategy of resistance towards the daily oppressions they face.
