SUMMARY:

In recent years, the municipality of Pilar (AL) has been the stage of significant socio-spatial metamorphoses, substantiated by the local economy and politics, responsible for the new dynamic established after the rupture with the exclusively agrarian structure, concentrated on sugarcane production by the Terra Nova Mill. Through resources from royalties from Petrobras' Gas Processing Unit (UPGN), investments are made to promote local economic development, the creation of the Banco da População Pilarense (Banco POP) and Card Br, a card made available to municipal civil servants use it in stores associated with the municipality., are examples of mechanisms aimed at supporting micro-entrepreneurs. The fiscal policy adopted by the municipal management has attracted industries from various sectors, such as food and chemical, located in the industrial park along the BR-316, the municipal, executive and legislative authorities, composed largely of individuals with some degree of connection with the business sector, it has positioned itself to meet the demands of merchants, in direct actions, such as the creation of the popular shopping mall and the granting of loans during the pandemic. In Pilar, there is an important demographic change, given the working conditions, displacement and cost of living, there is a tendency to settle and attract population, characterizing an alteration in the migratory movement. In addition, federal programs, such as the Minha Casa Minha Vida Program (PMCMV), have moved the production chain of the civil construction industry, from the extraction of sand in the Paraíba do Meio River to the proliferation of local construction companies, contributing to growth urban and for the increase of real estate speculation. The booming trade has enabled the generation of jobs and income, in a scenario of deep state intervention, from the offer of professional qualification, credit granting and public financing, while tourism is being valued with the new buildings, such as the cultural space, and renovations, such as the Santo Cruzeiro, the lagoon shore and the Cine Pilarense, a small convention center located in the city center. It can be seen that the economic and political transition currently taking place in the municipality of Pilar is the result of constitutional transfers, programs and federal and state transfers, combined with municipal public management focused on local development. In Pilar, some works completed and others in progress, denote the ambition of the public administration, the Complex Educational and Sports is the largest in the state, the Hospital do Futuro, under construction, will be the largest hospital ever built by a municipality in Alagoas, and a cable car, in the bidding phase, which will connect Santo Cruzeiro to the lagoon shore, are examples. recent transformations that have taken place in Pilar that have leveraged its socioeconomic indicators.
