SUMMARY:

In the city of Maceió-AL, as in many other capitals, people living on the streets essentially live in public spaces in the city center, that is, in squares, sidewalks, under bridges, bus stops, etc. These people have totally different perceptions of the urban space, precisely because they are not domiciled people and have the need to find shelter on the street, thus, urban inhabitants who have a fragile relationship with space. According to Decree No. 7,053 of December 23, 2009, the homeless population is a heterogeneous population group that has in common extreme poverty, weakened or broken family ties and the inexistence of regular conventional housing.. However, even without having possession of the land, homeless people establish relationships with the space, since they live and circulate in certain parts of the city, would they be establishing territory?. It is a multidimensional phenomenon, as there is an overlap of aspects and particularities intrinsic to the contexts in which they occur. Based on the literature review, it is clear that there are few studies from a geographical perspective on this topic, as well as many gaps in relation to censuses and demographic surveys, which makes it difficult to formulate effective public policies. In 2020, through the National Street Movement, the Maceio Social Welfare Department accounted for more than 3,000 people living on the streets in the urban area of the municipality, with around 1,000 people only in the Centro district. The Homeless Population (PSR) perceives the dynamics of the city and, in order to survive, they often tend to concentrate in areas that favor economic activities, in order to carry out work of a different nature and even begging. The areas of the city that provide, in a more significant way, opportunities for issues of hygiene, food, safety will effectively concentrate this population segment.Therefore, the municipality of Maceió, and, more specifically, the Centro district, are characterized as the empirical field of this research. In order to carry out a substantial analysis of the issue, that is, to measure which factors drove the increase of the phenomenon in the capital of Alagoas compared to other capitals in the Northeast region, in addition to fostering debates on the methodological challenges of measuring the dimension of the phenomenon in the country , therefore, IBGE does not have methodologies that include this population in the demographic census. Thus, the idea that this population segment is not organized according to any spatial order and, therefore, would be wandering or wandering in public spaces spreads. In this sense, this research also intends to investigate the use and occupation of public space by Homeless People in light of the concept of Used Territory.
