SUMMARY:

The city of Maceió has one of the largest housing deficits in the country, with a
large number of precarious housing, with emphasis on the occupation of caves,
while there is a sprawl of the urban fabric interspersed with voids. We observe
dichotomous landscapes: on the one hand, there is the legal city, urbanized, with
infrastructure and services, from the formal market, where the price of land is
high; on the other, we have the illegal city, self-construction, slums, urban poverty
and housing at geo-environmental risk. This contradiction presents a perverse
logic, where urban land is seen as a commodity, with its exchange value being
recognized, not its use value. This time, the research aims to investigate the urban
dynamics of Maceió through the conformation of non-occupied spaces in an
already consolidated portion of the territory, using the Jatiúca neighborhood as a
case study. We make use of the concept of “used territory” by Milton Santos and the
prediction of the fulfillment of the social function of the city and urban property, as
established by the Federal Constitution of 1988 and the Statute of the City of 2001.
Methodologically, the investigation is based on four paths main ones: a) temporal
analysis of the neighborhood, through socioeconomic data and the urban fabric; b)
study of the actors who act in the production and reproduction of this portion of
Maceio's territory; c) mapping of unoccupied spaces, infrastructure and urban
equipment; d) observation of the urban dynamics of Maceió in relation to the
unoccupied spaces of Jatiúca.
