Scientific knowledge management for the formulation and improvement of public penal policies

Brazil, over the last few decades, has faced several problems and instabilities in its penitentiary policy context, such as overcrowding, rebellions, riots and human rights violations, resulting from structural flaws and deficiencies in its public penal policies, which is why prison system control bodies intensified demands for the adoption of more effective policies to realize the constitutional rights of the incarcerated person. The evidence resulting from scientific research carried out in the penitentiary system is relevant knowledge for prison administration organizations, as it is empirically validated and can guide the decision-making process in the different stages of the political cycle and generate positive results in tackling these problems. Thus, this work aims to analyze the contribution of scientific Knowledge Management (KM) to the process of formulating and improving criminal public policies, considering that it helps organizational actors in generating ideas, solving problems and mainly in decision making. To achieve the main objective, the research will be operationalized in four stages: (i) documentary research, on policies and practices related to the development of scientific research and GC within the scope of criminal enforcement; (ii) field research, with data collection from the organization analyzed, to assess the level of maturity in KM at EAP/AL; (iii) mapping of scientific knowledge produced in the Alagoas penitentiary system in the last five years; (iv) preparation of a business case proposal for the creation of a scientific observatory. To analyze the data and information collected, the content analysis technique will be used.
