Risk management is still in its early stages in the Brazilian public sector. It is known that its implementation brings several benefits to society. IPHAN is an institution that preserves the brazilian cultural identity through various actions related to tangible and intangible heritage. With the identification of problems related to the area of procurement and contracts, specifically bids and contracts, it was decided to carry out this work seeks to make a descriptive research regarding the Administrative Processes assessed at the Superintendence of IPHAN in Alagoas in the last five years referring to bids and contracts arising focused on the area of risk management and governance, whether linked to the middle or the end area. In addition, to collect through interviews the vision of the people who experienced situations that are relevant in this context. All of this from a risk analysis perspective linked to governance. In this way, try to build a path of organizational direction for the objectives raised, including subsidizing the construction of regulations complying with legal requirements, in order to bring more efficiency to the institution and to society.
