THE IMPORTANCE OF MANAGERS AND TAXPAYERS IN THE EXECUTION OF ADMINISTRATIVE CONTRACTS IN THE FRAMEWORK OF COMPANHIA BRASILEIRA DE TRANS URBANOS, IN THE SUPERINTENDENCE OF MACEIÓ IN ALAGOAS.

It is the practice of the public service to designate servers to manage and monitor the execution of public procurement as a way to efficiently safeguard the achievement of its purposes. In this context, this study aimed to analyze how the performance of managers and inspectors of the Companhia Brasileira de Trens Urbanos, regional Maceió, contributes to the execution of administrative contracts for the acquisition of goods and provision of services. As specific objectives, it was also sought to characterize the profile of current managers and inspectors, considering social and functional data; identify the level of knowledge of these employees regarding normative aspects related to the activity of contractual management and inspection; and investigate existing practices to, based on the results achieved, carry out a proposal for an intervention to improve the management and inspection process. Therefore, it was proposed the development of an exploratory research, qualitative approach, with data collection through the use of an interview script. Participants were the current managers and inspectors appointed through an internal resolution. Data were subjected to content analysis, with the help of the Atlas.ti software. In response to the specific objectives, it was possible to identify problems in understanding the rules that govern management and inspection, such as: allocation of people who have not gone through the training course, lack of clarity in flows and in the criteria for choosing those designated, in addition to verifying that, despite the good practices developed at the institution, they are not being disseminated. Based on the results, an intervention proposal was elaborated for the creation of an annual training plan with the following objectives: updating and aligning normative interpretation, clearing doubts, exchanging experiences, establishing flows and control instruments for data recording contractual terms.
