SUMMARY:

This work aims to verify if the assistance given to the municipalities by the union to combat the effect 

of the covid 19 pandemic has discrepancies in its distribution. For that, we will take as parameters, 

the level of need for budget replacement of municipalities through the impact of the pandemic on

 tax collection own resources and government transfers and whether the federal bailout was proportionate

 to that impact. Seeking to achieve this goal, it will be used as research instrument, the mathematical tool 

presented by the set theory fuzzy in relation to a section of municipalities in the Northeast.
