SUMMARY:

The foundation of Economic Theory is based on the rationality of the human being. However, behavioral sciences show that the individual makes decisions supported by heuristics and biases. Thus, in view of the public governance model consolidated on rationality in search of satisfactory results for citizens, this work focuses on investigating the presence of heuristics and biases related to the Prospect Theory in public administration, in decision scenarios under conditions of risk, and analyze the use of the strategic dissident as a behavioral tool in order to avoid or reduce biased decisions within the public sector governance model. The methodological design chosen for this research is the quasi-experiment, which will be carried out in two stages through the application of a questionnaire as an instrument for data collection from servants of the Federal Institute of Alagoas. The first stage will follow the basis used by Belle', Cantarelli and Belardinelli (2018), in search of evidence of heuristics and biases in public administration servants, and the second will be done by adapting the decision scenario proposed by Staw (1976) and reused by Greitemeyer, Schulz-Hardt and Frey (2009), to analyze whether the presence of the strategic dissident prevents or minimizes the manifestation of groupthink, confirmation bias and escalation of commitment in the decision making of the servants. Thus, it is intended to contribute with empirical evidence about the Prospect Theory, which will allow to foster the debate about the manifestation of heuristics and biases in decisions taken under conditions of risk by public servants, and with the beginning of the academic discussion about the consideration of a behavioral pillar in the public governance model, which is aimed at optimizing transparency and compliance pratices in the control mechanism. It is also expected to collaborate professionally to guide the design of procedures and routines in public institutions that considerer behavioral aspects to optimize management decisions, fight group interests or private interests and, consequently, improve the formulation of public policies and the provision of services to the population, according to the public governance model influenced by the New Public Management and the search for efficiency and effectiveness in resource allocation.
