GOVERNANCE IN PROCUREMENT MANAGEMENT: A STUDY ON THE PURCHASE PROCESS AT COMPANHIA NACIONAL DE ABASTECIMENTO - CONAB

Within an organization, the purchasing management process is critical to achieving good results. With regard to public organizations, the process of acquiring goods must be managed not only efficiently, but must also be carried out in a transparent manner, offering equal conditions among all those interested in contracting with the public administration. The theory advocates that the implementation of corporate governance mechanisms are capable of improving organizational processes, making them more efficient. With the arrival of Law No. 13,303/16, a set of practices was implemented to strengthen governance in federal public companies, including a change in the procurement process of these organizations, based on the creation of a new procurement regulation. In this scenario, this study intends to analyze the consolidation of governance mechanisms and their relationship with the procurement management of a federal public company and aims to analyze the changes that occurred in the purchase process of the Companhia Nacional de Abastecimento-Conab, from the implementation of new governance practices. Regarding the methodological aspects, a case study with a mixed approach will be used, based on qualitative and quantitative elements, using Descriptive Research, with an interview, in addition to the survey method.
