INFORMAL CITIES: PUBLIC HOUSING POLICY AS A BASIS FOR MUNICIPAL DEVELOPMENT AND POLITICAL AND SOCIAL INCLUSION

The adoption of public policies aimed at housing is of great importance when it comes to
building a fairer city, aimed at the well-being of the local population, as established by the
Federal Constitution. In view of this, the aim of this study is to analyze the legislation on land
use and urban planning that underpins the public housing policies developed by Brazilian
municipalities in order to include the population in political decisions. To this end, a literature
review, documentary analysis and correlated legislation will be carried out on the subject of
city occupation, disciplining the capture and use of public resources. The applicability of the
legal system to the public housing policies of municipalities will be observed, seeking to
highlight the importance of the law for the security of local public policy, identifying the phases
and procedures for preparing projects and raising funds by municipal governments and the
private sector. There is a need for local bureaucrats, the private sector and the population to
participate proactively in the political and social life of the city, which requires their legal
inclusion in the urban environment.
