HOUSING DEFICIT AND PUBLIC HOUSING POLICIES:
CASE STUDY OF SOCIAL AND ENVIRONMENTAL DISASTER CAUSED BY BRASKEM MINING COMPANY IN MACEIÓ-AL

This project aims to analyze the socio-environmental disaster caused by the mining company
Braskem and its impacts on the housing deficit in the metropolitan region of Maceió, in
addition, it also intends to analyze the implications for property prices in the locality given
the constitutional legal guarantee of the right to housing and check the evolution of these
prices. The research had as reference the theories of public housing policies, the right to
housing and the housing deficit. The methodology is structured in two stages: the first of
bibliographic review and the second, with empirical research on secondary data on housing
deficit made available by Fundação João Pinheiro and semi-structured questionnaires with
real estate agents in Maceió combined with the analysis of the FipeZAP+ Index. The analysis
of data obtained in empirical research will be done using the Delphi research technique and
based on the concepts of scientific bibliography. Finally, a product proposal will be presented
to promote the realization of the right to housing for residents affected by the Braskem
disaster.
